•Reg „u ar meeting of the Petaluma City Planning Commission was held
on March. 18, 1969 at 7:30 o'clock p.m.. 'in the. Council Chambers,
City Hall, Petaluma, California.
PRESENT: Comm. Battaglia,'Koenitzer, Perry_, Styles, Stanley
ABSENT: None.
STAFF: William C. McGivern, Director of Planning
Andy Anderson, Assistant Planning Director
Hal Wood, Assistant City Engineer
APPROVAL OF MINUTE'S the minutes for the meeting of March 4, 1969
were approved as submitted.
CORRESPONDENCE
Sonoma County Referrals
The Commission reviewed the following Sonoma County
Referrals:
M. Obenauer File 4698
Use Permit to .allow a single mobile home on property
located at 2590 Eastman Lane,
Leon F. Mevers, File 4714
Use Permit to al -low a single mobile home at 461 Gossage
Avenue.
Joseph and Gertrude Elu, File 4703
Use Permit to allow a single mobile home at 1663 Skillman
Lane.
The Commission voted to indicate opposition to the requested
Use Permits, based on the fact that the 'Zoning Ordinance of
the City of Petaluma does not provide for single mobile,homes
on single parcels of'land within the City of Petaluma,, The
motion was introduced, by Comm. Koenitzer, seconded by Comm.
Perry, and passed by the following vote:
Ayes: Comm. Battaglia, Koenitzer Perry.
Noes: Comm. Styles, Stanley.

Use Permit to increase existing dog kennel from 15 to 100
dogs, 155 Rainsville Road.

Use Permit to allow hobby kennel for a maximum of 8 dogs,

The Commission voted unanimously to forward "No comment"
on the subject referrals, due to the fact that they were
received on date of-the meeting leaving no time for
the staff to make a review,and recommendation to the
Commission.
SHELL OIL COMPANY Chairman Stanley opened the public hearing to
USE PERMIT consider the use permit application filed by Shell
FILE U9 -69 Oil Company for remodeling of a service station
located at 801 East Washington Street. At the
request of Mr. A. J. LaRocca, District Manager for
Shell Oil Company; the hearing will be continued
until April 15, 1969.
EDMOND IACOPI The Commission reviewed the variance appli-
VARIANCE cation filed by Edmond Iacopi to allow a
FILE V5 -69 reduction in rear yard setback for proposed
addition to a residence located at 821 Elm
Drive.: A favorable staff report was presented
by Mr. McGivern. The Commission determined
that the limited depth of the subject lot
(approximately 85 feet) constitutes a prac-
• tica -1 difficulty and hardship in construction
of the proposed addition. (The proposed family
room could be constructed without problems on
a lot with a.depth of 100 feet.) Res. V5 -69
approving the variance was introduced by Comm.
Styles, seconded by Comm. Perry, and passed
unanimously.

SONOMA VISTA Mr. McGivern stated that the Subdivision
SUBDIVISION Committee has reviewed the tentative map of
TENTATIVE MAP Sonoma Vista Subdivision and has recommended
FILE 9 -69 a redesign of the map. The neap involves a
small park site and to date there is no pro-
cedure set up for actual dedication of land
for park sites-'in lieu of fee schedule. Mr.
Ron Simpkinsof MacKay and Somps, Engineers
- for the applicants, requested that the map
be reviewed at the meeting of April 8, 1969,

CAMBRIDGE SQUARE The Commission reviewed the tentative map
TENTATIVE MAP filed by McGah. and Bailey for a subdivision
FILE 10 -69 to be located on South McDowell Blvd. A
motion recommending approval of the tentative
map,, subJec:t to 11 conditions of approval,
was introduced by Comm. Perry, seconded by
Comm.. Styles, and passed unanimouslyo
CASA GRANDE
The Commission reviewed the final map of
FINAL MAP
Casa Grande Subdivision to be located off
FILE 12 -69
McDowell Blvd. South filed by W. P. Barlow
Enterprises. `Mr� McG vein read a letter
received from the City Engineer which
stated that the subdivision complies with
all the requirements of the law and the
map is substantially, the same as the tenta-
tive map approved by the Planning Commission
previously.. Res, 12 -69, recommending to the
City Council the approval of the final. map,
was introduced by Comm. Styles, seconded by
Comm. Koenitzer, and passed by all members
present.

Chairman Stanley opened the public hearing
USE PERMIT
to consider the use permit application filed
FILE U7 -69
by David Donald Young fo:r.a mobile home park
to be located on a 34.8 acre site between U.
S. Highway 101 and North McDowell Blvd. in an
R -M -1500 Zone. A comprehensive staff report:,
made part of the permanent file, was presented
by Mr. McGivern. The report recommended ap-
proval of the use permit subject to 12. condi-
tions of approval. Mrs Robert Lagle, repr°e-
senting the applicant, addressed the Commission
and reviewed each condition of the use permit,
stating the standards as provided by the Planning
staff for mobile home development were acceptable
for their development but had objections to
Conditions No, 3, 4 and 7. These conditions related
to the special requirements for an effective noise
shield for residential uses neat to freeways as
determined by the Division of Highways; building
setback line; and flood control facility required
by the Sonoma County F -food Control and Water
Conservation'District; and perimeter service
road as recommended by the City staff. A lengthy
discussion followed. The Commission agreed that
several of the conditions could be taken into
consideration when the plans are brought before
the Commission for site design review. Res.

U7 -69., approving the use permit with the conditions
as revised and as outlined on Exhibit "A ", at-
tached to the resolution, was introduced by
Comm. Styles, seconded by Comm. Battaglia,
and passed by all members present.
DANIEL O'BRIEN
Chairman Stanley opened the public hearing
USE PERMIT
to consider the use permit application filed
FILE U8 -69
by Daniel O'Brien to permit a drive -in
.restaurant in a C -..N Zone located at 600 East
Washington Street. A lengthy staff report,
was presented by Andy. Anderson, Assistant
Planning Director.. The staff report recommended
to disapprove the :se permit. application because
of the encroachment on the possible future
right -of -way line of East Washington Street
and the inadequate parking layout of spaces
in the car service area. The staff report
stated that the site area is inadequate for
a restaurant operation of the requested size,
A list of twelve conditions of approval were
recommended by the staff if the - Commission
were to approve the use permit and site
design as presented. Mr. David Traversi,
attorney for the applicant, addressed the
Commission at length voicing strong opposition
to the conditions outlined by the staff. Comm.
Styles expressed great dissatisfaction over
the staff report and the conditions outlined.
Following a lengthy discussion, Res, U8 -69,
approving the use permit and site design with
the conditions as revised by the Commission,
was introduced by Comm. Styles, seconded by
Comm. Battaglia, and passed unanimously.
ADJOURNMENT There being no further business to come before
the Commission the meeting was adjourned,
