' Regular meeting of the Petaluma City Planning Commission was held
on April 15, 1969, in the Council Chambers, City Hall, Petaluma,
.California, at 7 :30 o'clock p.m.
PRESENT: Comm. Koenitzer, Perry, Stanley, Styles.
ABSENT: Comm. Battaglia_.
STAFF: William C. McGivern, Director of Planning.

MINUTES The minutes for the meeting of April 8, 1969,
APRIL 8, 1969 were approved as submitted.

The Planning Commission voted unanimously to recommend that
the subject application be granted. (Past action on said
item reflected the same recommendation.)

The Commission voted unanimously to forward no comment on
the subject referral due to the fact that it was received
a day before the meeting, leaving no time for the staff to.
make a review and recommendation to the Commission.
MARTIN STIN AR Chairman Stanley informed the Commission that it
REZONING would be necessary to reconsider the Planning
FILE Z6 -69 Commission's action taken on April 8, 1969, which
recommended that seven lots located on the north -
easterly side of East Washington Street, between
_ Payran Street and E`11is Street be rezoned from
R -M -1500 (Multi - Residential) to C -N (Neighborhood
Commercial). Chairman Stanley and City Attorney
Edouard Robert both stated ;that the Commission
had not made the proper findings and requirements
as setforth in the Zoning Ordinance relative to
applications for commercial rezonings. One of
the requirements included submission of a
site plan showing the proposed layout of the com-
mercial development for the area to be rezoned.
Mr. Stinar and his attorney, Mr. David Traversi,
both requested a postponement in order to give
4 the property owners involved an opportunity to
possibly present plans for commercial develop-
ment of the area under consideration. Mr. Paul -
'ucci, residing at 198 Ellis Street, again asked

to be included in the proposed C-N zoning. Mr.

Ernest Curtis addressed the Commission and list -

ed many reasons why the area involved does not

lend itself to residential uses any longer (re-
ferring to the activity created by the swimming
pool, Kenilworth Park, etc., located directly
across the street). Comm.. Styles made a motion
tb rescind the action incorporated in Resolution
26 passed on April 8, 1969; Comm. Perry
seconded the motion. The motion passed by all
members present. Action on the rezoning re-
quested will be forthcoming at the Planning Com-
mission meeting on May 20, 1969.
SONOMA VISTA
The Commission considered the tentative map of
SUBDIVISION
Sonoma Vista Subdivision filed by Perma -Bilt
TENTATIVE MAP
Enterprises to be located in the vicinity of
FILE 9 -69
Lakeville Highway, Casa....Grande Road and South
McDowell Boulevard. �The Director pre-
sented the conditions of approval. Mr. Ron
Simpkins, Engineer for the project voiced some
opposition to Item Nos. 3 and 10 of the list
of conditions. After due consideration, Item
#10 of the report was deleted, which required
`
the .following:
"No flag lots shall be permitted in the
subdivision. Lot lines shall be extended
and revised, eliminating the rear flag
lots 57, 66, and 72."
Resolution 9 -69, approving the tentative map
with the conditions listed on the Planning Dir-
ector'.s report, excluding Item #10, was intro-
duced by Comm. Styles, seconded by Comm. Perry
and passed by all members present.
VALLEY GREEN Mr. Ron Simpkins, Engineer for MacKay & Somps,
TENTATIVE 14AP on behalf of their client, Wes Bailey Land Co.,
RES. 14 -69 requested that review of Valley Green Tentative
Map be held over until the meeting of May 6,
1969.
H. W. BROWN Chairman Stanley opened the public hearing to con -

lamination of identification cards and similar
items at 1186 Ramona Lane. Assistant Planning
Director, Andy Anderson, presented a favorable
staff report, recommending approval of the request

bers present.
SHELL OIL
Continuation of the public hearing for a use

permit application filed by Shell Oil Company

for the expansion and rebuilding of a service
SITE DESIGN
station operation in a C -N Zone, at 80.1 East
Washington Street was held at this time. Mr.
Anderson presented the staff report, recommend-
ing approval of both the use permit and site
design subject to compliance of the conditions
of approval as indicated in the Planner's re-
port, part of the permanent file. There were
no objections voiced. The Chairman closed the
public hearing. Res. U9 -69, approving the use
permit with the conditions listed in the Plan-
ning Staff's report, was-introduced by Comm.
Koenitzer, seconded by Comm. Styles and passed
by all members present. A motion, granting
site design approval with the conditions out-
lined in the staff report, was introduced by
Comm. Koenitzer, seconded by Comm. Perry and
passed by all members present. George Day,
Real Estate Representative for Shell Oil Co.,
complimented the staff members for cooperation
shown and he had no objections to the conditions
imposed.
NORM ROLLINS
SITE DESING
This item was postponed until the next meeting.

STREET A motion, recommending to the City Council that
NAME a certain street known as Garfield Drive, lying
CHANGE within Petaluma Gardens Subdivision #l, be changed
to Willow Drive, was introduced by Comm. Koenitzer,
seconded by Comm. Perry and passed by all members
present. Mr. McGivern, Planning Director explained
that because of the new street alignments caused
by a resubdivision_of the area, the single street
• known as Garfield Drive became two streets forming
an intersection necessitating the name change. Re-
sidents on the street involved, approved the name
change and recommended that it be changed to Wil-
low Drive.

MONARCH PACIFIC The Commission reviewed the final map of Mon -
#5, FINAL MAP arch Pacific Subdivision #5 filed by Atlantic
FILE 16 -69 & Pacific Building Corporation. Mr. McGivern
read a favorable report from the City Engineer,
stating that it complies with all requirements
of the law and is substantially the same as
the tentative map approved by the Planning Com-
mission. Res. 16 -69 approving the final map,
was introduced by Comm. Koenitzer, seconded
by Comm. Perry and passed unanimously.
GENERAL PLAN The Commission tentatively scheduled review of
the General Plan for the meetings in June.
