Regular meeting of the Petaluma City Planning Commission was held
on May 20, 1969 at 7:30 o'clock p.m. in the Council Chambers, City
Hall, Petaluma, California.
PRESENT: Comm..Koenitzer, Perry, Styles, Stanley.
ABSENT: Comm. Battaglia.

APPROVAL OF MINUTES the minutes for the meeting. of May 6, 1969 were
approved as submitted.
CORRESPONDENCE
Henry B. Mur phy;, President - Cypress Hill Memorial Park
Mr. McGivern read a letter received from Mr. Murphy stating
they do not protest the recent decision that was rendered
by the Planning Commission in regard to the Norman Rollins
Site Design, File 5.123,for duplexes to be constructed on
Magnolia and Cherry Streets.

A favorable staff report was presented and the Commission voted
unanimously to.recommend.to the Sonoma County Board of Zoning
Adjustments approval of the use permit.
.AL & MARY HARRIS The Commission reviewed the variance application

FILE V10 -69 rear yard setback for proposed garage and storage

JOHN & CONNIE BERRY, The Commission considered the request filed
USE RENEWAL by John and Connie Berry to renew a use permit
FILE U14 -69 granted.them or on July 6, 1966 and
subsequently renewed on June 6, 1967 and on
May 21., 1968 for the construction of a con -
valescent hospital on the northeasterly side
of Maria Drive, adjacent with the Bernard
Eldridge elementary school in an R -1 -6,000 Zone.
In the staff report Mr—Anderson noted that the
applicant has encountered difficulties in the-
past in obtaining financing but that the Casa
Bonito Development Company i'a.now handling the
financing and should have a commitment through
the FHA in the very near future. Mrs. Berry
addressed the Commission and reviewed the
reasons for the delay in obtaining the necessary
financing. After further discussion, Res. U14 -69,
granting the use permit for one more year'with'
the conditions listed on the original use permit,
was-introduced by Comm. Perry,-seconded by Comm.
Styles, and passed by all members present.

The Commission studied the s -ite plan submitted

by David Donald Young for a proposed mobile home

community to be located at 901 North McDowell
Boulevard. Mr. McGivern presented the staff
report listing 13 conditions of approval and
adding one more_ condition., that being the
parcel adjoining the proposed mobile home park
to the northwest, abutting on McDowell Blvd.
North known as Assessor's Parcel No. 48 -08 -03
shall not be built upon -until such time that the
parcel is annexed to the City. Mr. Robert Lagle,
representing Mr. David D. Young, stated that the
conditions were satisfactory. A motion approving
the site design with the 14 conditions outlined
by the Planning Director was introduced by Comm.
Styles, seconded by Comm. Koenitzer, and passed
by all memb'e'rs present.
GULF OIL CORP.
At the request of Mr. Jacobs, representing Gulf

USE-PERMIT requested by Union Oil Company for service
FILE U1.3-69 station to be constructed at 420-434 East Wash-
ington Street (to replace an existing obsolete.
service station) in a C-N Zone was continued
at this time, Mr. McGiVern stated the
staff had recommended the area directly
behind the service statlon be in-
cluded in the site area and the revised
pl an submitted since the last meeting did in-
corporate this area. Therefore, Mr. McGivern
recommended approval of the use permit subject
to the conditions outlined in the staff report.
Mr. Norman Miller, representing Union Oil was
present and agreed to the conditions outlined
by the staff® Mr. Hal Wood reviewed the future
right-of-way lines on East Washington Street
as shown on the consultant engineer's Geometric
Study Plan Number I for the Commission.
No opposition was voiced to the granting of the
use perml Res. U13-69 approving the use permit
with, the conditions-outlined in the staff report,
was introduced by Comm. Koen.itzer, seconded by
Comm. Perry, and passed by all members presenti

REZONING

Attorney David Traversi representing Mr. Stinar,
requested that the application for rezoning filed
by Mr. Stinar be withdrawn.
MOBILEHOME
Chairman Stanley opened the public hearing
ORDINANCE
to consider amending the Zoning ordinance
regarding the regulation oaf mobile home
parks. Mr..McGivern gave.a brief review
of the proposed comprehensive-mobile park
ordinance submitted by the Planning staff
for possible adoption.1 The Commission in-
dicated to the staff that a cursory review
of the ordinance ga ve every indication of
being 'very adequate but decided that a
study session sfiould held before taking
action on the matter, Chairman Stanley
continued the public hearing until June 3,
