which. they felt should-be cleaned. This matter was
referred .to the Fire Department for their action.

A special-meeting of the Planning Commission.was called at 5:00 p.m.
November 6, 1950 for the purpose of taking action on the application of
Independent ice Fuel Company.
Present: Commissioner Arfsten, Kinne and De Luca
Absent: Commissioner 'Brown and Putnam
City Officials Present: Mr. Marshall, Mr. Neis and Mr. Krause
Application-to install a 24 hour ice service
station at 721 Third Street for a period not to
exceed 3 years from this date.
A resolution approving the application was
introduced by Commissioner Arf and seconded
by Commissioner Kinne.

Noes: None
Absent: Commissioner Brown and Putnam
The meeting was adjourned at 5:30 p.m.

November lg, 1,950, in the Council Chambers, City Hall,

Mr. Marshall and he was asked to prepare an
answer.for the approval of the Commissioners at
the next meeting.
Literature.was received. on "The Law of Zoning

and Planning." Mr. Marshall was asked to study

the .literature and advise the Commission - khether
it zfirould be advisable to purchase the book.
Sections. of the Council `minutes concerning the
Commission were read and given to the clerk for
filing.
A letter from the League of California Cities

regarding the regular quarterly meeting of the
North Bay Division of the League of California
Cities to be held in Napa on November 18, 1950,

was read and discussed. It was decided that

Mr. Silva was present at the meeting to discuss P.R. SILVA
the possibility of building , an addi ti oval home

informed Mr. Silva that it would be impossible
to give him permission to build as it is in an
R-1 zone and there are already 2 homes on the
lot. Also, there is only enough land available
U o build a 16 ft. house if the Zoning Ordinance
is complied with.
Mr. Brooks presented ,.a draft of a proposed change ZONING ORDINANCE
in the Zoning Ordinance to change the procedure
for changing boundaries of districts or zones.
As the ordinance.-now reads, it is necessary to

hold two public hearings by the Planning Commission
and 2 hearings by the Council on any changes'in
zoning boundaries.
The proposed change would eliminate the hearings

by the Council mess there were objections to the
change or unless Lhey felt further study and
investigation should be made.
The change_wouId also include any territory annexed
to uhe city. The annexed territory inrould

automatically become the same zone as the property
immediately adjacent to it.

A recommendation was made by Commissioner Brown

A discussion. - vTas held on changing theZondIng
Ordinance on side yard requirements. The
'Commission felt that some sections'of the
ordinance regarding setback /lines should be
claxified or changed and it was decided that
a spec al�teeting would be called at a later
date to discuss these changes.
Mz..McGaughey was present representing
Petaluma Pump ,and Well, who wish to build a
storage space. As,it is entirely a matter of
fire zoning and complying with the Building
Code, the Commission felt that it was not a
problem for them since it had nothing to do
with zoning- or planning.
Brooks 1�ras present and also expressed the
opinion that it was entirely a Council matter.
Councilman Brown was asked to convey the message
to the Council..
A similar application was made by the Vogensen
'Construction Company to build a lumber storage
shed for Kresky Manufacturing Company. This
matter was also referred.to'the Council as it
tiaras neither a zoning or planning matter.
A. list of city properties was presented to the;
Commission. and Commissio?er Br-otvn asked that it
be submitted

their request., The clerk was instructed to send
a. copy to the Council aloAg` with a letter.

Mr. Wallin , was present at the. meeting to discuss CAPRI, WALLIN
an addition to Ed Behren' s home. This addition
would not comply with the Zoning Ordinance, and
would require a variance.

The s�sion advised Mr.. Wallin that since he
great hurry, there might possibly be a
chang in the Zoning Ordinance at some time' next
year and the charge for a variance in such eases
might be eliminated.
W._r. Wallin also said he felt there .should be some
changes in the Zoning Ordinance regarding setbacks.
He said the o`rdin'ance as it now reads, limits the
type of some you cai build. The Commission asked
that he put his suggestions in writing and submit
them to the Com_n�i ssion for their consideration.
