HomeMy WebLinkAboutResolution 2020-133 N.C.S. 09/14/2020Resolution No. 2020-133 N.C.S. of the City of Petaluma, California RESOLUTION APPROVING A FY 20/21 PROJECT LIST FOR SUBMITTAL TO THE CALIFORNIA STATE OF GOOD REPAIR PROGRAM WHEREAS, the City of Petaluma is an eligible project sponsor and may receive State Transit Assistance funding from the State of Good Repair (SGR) account presently and in future cycles for transit projects; and WHEREAS, the statutes related to state -funded transit projects require a local or regional implementing agency to abide by various regulations in order to receive SGR funds; and WHEREAS, California Senate Bill 1 (2017) named the Department of Transportation as the administrative agency for the SGR; and WHEREAS, the Department of Transportation has developed guidelines for the purpose of administering and distributing SGR funds to eligible project sponsors (local agencies); and WHEREAS, in February 2018, the City of Petaluma authorized the City Manager to execute all required documents of the SGR program, the Certification and Assurances document, and any Amendments thereto with the California Department of Transportation; and WHEREAS, the City of Petaluma has been allocated up to $15,496 in State of Good Repair funds for FYI 9/20 and FY 20/21; and WHEREAS, the City of Petaluma wishes to submit a Project in order to apply these funds towards "Preventative Maintenance" on the fixed route bus fleet; and WHEREAS, the proposed application to field preventive maintenance of City transit equipment and the preventive maintenance work itself if the application is successful is categorically exempt from the requirements of the California Environmental Quality Act ("CEQA") in accordance with Section 15301 of the CEQA Guidelines as the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private Resolution No. 2020-133 N.C.S. Page 1 structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including existing facilities of both investor and publicly - owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 1. The proposed application to fund preventive maintenance of City transit equipment and the preventive maintenance work itself if the application is successful is categorically exempt from the requirements of the California Environmental Quality Act ("CEQA") in accordance with Section 15301 of the CEQA Guidelines. 2. As the fund recipient, the City agrees to comply with all conditions and requirements set forth in the Certification and Assurances document and applicable statutes, regulations, and guidelines for all SGR funded transit projects. 3. The City Manager is authorized to execute all required documents of the SGR program, including the Project name, and any Amendments thereto with the California Department of Transportation. Under the power and authority conferred upon this Council by the Charter of said City.
