Deer Creek Village "Draft "Environmental Impact Report
Dear Mayor Glass and City Council Members,
The Deer Creek Draft Environmental Impact Report ( "DEIR ") prepared under the�California
Environmental Quality Act ( "CEQA ") by the City of Petaluma ( "City".) is inadequate and should be
dismissed as such by the City.. Of particular note is the DOWs analysis of city - wide traffic conditions
assuming that the Rainier interchange has been completed. The construction of the Rainier
interchange is currently unfunded. No evidence exists to suggest'sufficie.nt funding in the future.
Without proper analysis of-traffic resulting from the development of Deer Creek Village without
construction of the Rainier, interchange, the City must deem the DEIR inadequate.
We submit the following, evidence of insufficientfunding;for the Rainer interchange:
• The project has not been designed and approved by CalTrans;
• Developer fees (if collected) will contribute a fraction of the needed costs to construct the
interchange; .
• No assessmentAistrict(s) have been formed, nor isthere "supportJor such districts from the
residents of Petaluma;
• A 1994 public vote demonstrated minimal support for taxpayer "funding for the construction of
the Rainier interchange.
Actual traffic impacts that will result from the development of the Deer Creek Village project are
significantlygreater than the impacts stated in the DEIR. The City must, therefore, deem the DEIR as an
inadequate analysis of the project.
