HomeMy WebLinkAboutResolution 96-088 N.C.S. 04/01/1996i i I 2 3 4 5 6 7 8 9 10 II 12 l3 l4 15 16 17 IS 19 20 21 22 23 24 25 26 z7 28 29 30 31 32 33 34 35 36 37 38 39 40 41 az 43 44 4~ 46 47 48 49 Resolution No. ss-ss NC.S. of the City of Petaluma, California A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA APPROVING THE ADDITION OF SIX (6) BUS STOPS ALONG RAINIER AVENUE BETWEEN SONOMA MOUNTAIN PARKWAY AND NORTH MCDOWELL BOULEVARD WHEREAS, Sonoma County Transit is a public agency operating bus routes through the City of Petaluma; and WHEREAS, Sonoma County Transit currently operates Bus Route #44 which travels on Rainier Avenue between Sonoma Mountain Parkway and North McDowell Boulevard and has found there to be a need for bus stops along this route; and WHEREAS, the proposal was found to be exempt for CEQA Guidelines pursuant to Section 15301, Existing Facilities, because Sonoma County Transit proposes to utilize existing City Streets and bus rotrte; and WHEREAS, a public hearing was held on March 12, 1996 before the. Planning Commission to consider the proposed six (6) bus stops; and WHEREAS, the Planning Commission voted to recommend approval of both the CEQA exemption and the six (6) new bus stops; and WHEREAS, this request was heard on April 1, 1996 before the City Council at which time information was heard and considered by the Council. NOW, TF[EREFORE, BE IT RESOLVED as follows, that it is found, ordered and declared that the City Council finds the proposal to be exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities), and hereby approves the request by Sonoma County Transit to establish six (6) bus stops along Rainier Avenue between Sonoma Mountain Parkway and North McDowell Boulevard, based on the following findings and subject to the following conditions: Flndln LAS: The six proposed new bus stops subject to the following conditions, will conform to the intent of the applicable goals and policies of the General Plan. 2. The six proposed new bus stops, subject to the following conditions, will not constitute a nuisance or be detrimental to the public welfare of the community. Conditions: No additional stops shall be created on Rainier Avenue without further application and review; stops are limited at this time to those shown on Exhibit A, with the exception that the eastbound stop between North McDowell Boulevard and Prince Albert Street shall be re-located to the east side of Prince Albert Street. No buses(routes shall be added without further application or review; Sonoma 2 County Transit shall be limited to the requested six (6) buses for the northbound 3 route, and eight (8) for the southbound route. 4 5 3. To reduce the noise and emissions, dwell time (idling time) shall be limited to a 6 maximum of 3 minutes per stop, except as necessary to accommodate 7 handicapped riders. 8 9 4. Sonoma County Transit shall provide bus stop signs and poles at all six (6) 10 proposed transit stops, which shall be compatible with City of Petaluma Transit 11 Standards in the event that Petaluma Transit establishes service on this street at a 12 future date. 13 14 5. Any future plans for bus shelters, turnouts, etc., shall be subject to review and 15 approval by SPARC. 16 17 6.
