agenda to conduct foster homes would not take as
'much time as the pub .i,c hearings, Chairman Taylor
suggested that they consider these before the

stated that she now, has .a permit to dare. . for
three children, but that she was now able to take
care of. six foster children, therefore she had
applied for a new use permit. A limit of six
foster children was included as a condition in
the Use Perj whereupon Resolution #U7 -57
granting the Use Permit was introduced by Commis
sioner Salles., seconded by Commissioner Carlson

Street R -1 zone 9 Cha.i rman Taylor called for
expressions from Rev. Hampel, -Rev. Hampel intro-
duced Rev. D. A. Rei:lie of Santa Rosa who is
associated with hit in his �riork for the church in
th:e Petaluma area. Re D. A. Re .lie presented
a sketch or a church which, Was something like
what they intended to build. He staved that. the
church would be modern in every respect and would
be of a structure that would fit in and suit the
architecture of 'a r°esidentiwl section, He added
that their vv' was of a `q u =1.et i and. did
not continue late at night, therefore, would not
distrub the surr(DUnding neighborhood.
Rev Hampel then. presented a rough plot plan of
what they might place on. the lot if purchased and
the pe init Pranted.

other residents and property owners in the area
spoke in opposition and presented a' petition
containing the slgn-atures of these people. In
Mr. Lo��nibos' opposition he cited the Government
Code, Pe t a :urea Zoning Ordinance and several
Supreme C`ou.t cases and concluded that the use
permit should be denied due to the fa that the
applicants had 'riot complied with 'the zoning
ordinance in that they had not presented a defi

would be detrimental to the health, safety, peace.,
morals, comfort and general welfare: to the person
in the neig1lborhood,n
In rebuttal Rev. Rielle stated that they had
obtained a Perin to build a church in a resident-
ial area in Santa Rosa without submitting defi-
nite plans and they- were not aware that they
would have to submit a full set of plans and also
that it was n.6t economically practical for them
to have complete blueprints drawn up without a
permit'to build. Rev. Hampel introduced biro Paul.

Salles pointed out that he thought the C -1 area
should be lu.ifered by an R -3. zone. Commi:ss ones°
Brown stated that It was his opinion that the lot
facing on Fair Street should not be rezoned to.

Chairman Taylo stated that he was oppo t; o. any
nommercial rez.oftbig in the Bassett Street block
and also that the original rezoning -as already

rezoning sh uld nbt .be gr °anted, A motion was
then made by Commissioner Sall-es, seconded by
Commissioner Brown and carried that a, resolution,
be prepared el .minatirng the .lot facing on Fair -
Street tram the appl and a. buffer zone of
R� - 3 - surround the area, requested to be rezoned.
C -1,: Chairman Taylor in;struc>1ed the applicants
to submit a meets and bounds descript of a
buffer zonq of R33 surrounding the requested C -
zone, and upon receipt of this description, a
re;soluten would be prepared and the -hearing
would be con. ;in led_ at the ,next meeting follows -ng
the submission of this, data.
