[TY PLANNING CONSULTANTS`' PROPOSAL

Coleman ,introduced Mr. Sidney Williams of.' the Pacifte Planning ',and
Re
search Office from Palo Alto, , Mr. Williams 'addres;sed 'the Commission on'
r' ,the, pre , a ti:on and development of a long range, eom-
pis g er plan for P
rehensie e"
farms - proposal fo p ar
n al l etaluma He began by stating that there are 'three
besearch ' n e 'srudf or
of the ccessful lan ,The the guatity of
Y are°
g y social, 'economic,, anal physical cha racteristics
of:, a eomrnttn ty, the planner':s skill: in devising ,a long range plan, the degree
of community acceptance.
Once a, plan is prepared it must be adopted to :do .the. in any good and to
do this it is necessa :to have public support. Hel emphasi2ed, the .importanee of
this factor a.nd , stated that in order to get and keep public support, he suggested
that it would be wise to go ahead with the first step . in `the preparation of the plan,
without vvatin for
g Federal aid inasmuch, as federal aid applications are usually
delayed for some time
This first stage would. cost approximately $8,, 600. and the. record stage would
cos „t „approxi:mate $17,, OOOo of which,
avid could ,be ,used through .Federal funds—
Mr. Mr. Williams also suggested that ''inasmuch as a plan for Petaluma would cover
more land outside the .City :limits than inside, it would be. appropriate. for th e
County to contribute to the prograrna Also, close cooperation with the County
in the actual work on the plan was.,advisa.ble , since County:zoning ordinances would
have to be taken into consideration,
Mr.. Williams .concluded his talk by stating that hags firm. could not giue an exact
cost of a general plan for Petaluma, but before any definite consultant was decided
upon,, they would like to come, back and gave .a more complete analysis of a gene
plan for Petaluma-.
