Whereupon, Resolution No. 99,, reissuing Use Permit Nb, U21-57 for a period
of one year, was introduced by Commissioner Pa-rsons., seconded by Commis-
sioner Tibbetts and wianimou sly passed by- all members present.
A & B MARKET
Architectural approval,of plans submitted by W.a:lter Minogue, 132 Kentucky St.
for an addition to the A. ,& B Market located on they southerly corner of East
Washington and Vallejo Street, was the next, item considered, Mr. Mi.nogue was
present: on behalf of. his request, The Planning Director presented: the plans
submitted and explained in deg -ail the pr.'oposed , addition, Whereupon, a motion
was made by Commissioner Pa.- rsons., seconded by Commissioner Stimson and

Director stated that this -map had not been filed fn suffic' i:ent time to allow him
and the City Engineer to..study it and make recommend.a.tions for its approval by
the Commission at, this meeting, . He stated that a study would be made and a
report presented to the Commission at their next regular meeting. The study
would - include thel location of a K - school site ;and park si:te,- the former involving,
collaboration with the Countyand School:Board.whieh he hoped would be completed
by August 4, 1959 Mr- Ben Woodworth and Mr . Charles Marshall Engineer,
were present, The Planning. Director and the City Engineer pointed out to `the
applicant and his ,engineer some of the problems they had noted" o a brief • review
of the plan which. included the need. for a K =,6 school site, a park site, and the
widening, and realignment of Payr' Street so it will meet properly with Magnolia
Avenue-,

that Mr. Woodworth and Mr. Marshall m eet Vf the Planning D and City
Engineer as soon as possible: in order .that these problems .could be resolved°
The Planning Direiztor stated he would: co n tact the School Department and Park

Mr o Gossage was commended for efforts in getting the entire area. annexed,
thereby el.imi:nating, a .small. county island within the City limits.
SITE PLAN AND ARCHITECTURAL APPROVAL CONTROL

A resolution expressing its intention to recommend to the City Council that
Section 6. 5 of Chapter. 6,. ArchltectLUra1 Contro , o ing No. 340
N C. S be amended, was 'presented upon assUrance that the resolution con
tained the same provisions as presented and discussed at the previous Commies
sion meeting, Resolution No. 98 was introduced by Commissioner Parsons,
seconded by Commissioner Stimson and unanfmoasly passed -by all members
-' present.
4 POLICY MATTERS
Two resolutions setting forth policies of the Commission as agreed upon at the
previous meeting were presented°
Resolution No. 95 entitled-

that it will not discuss with any'person appearing before the
Commission . matters of zoning otheg' than in ° general terms
unless there is a fo final application before the Commission

CIVIC- CENTER
The Planning Director tor stated,that he had.been".r by the City Council to
prepare a piqn for landscaping around the City Hall :Area, He presented the
preliminary site. development :of'the Cfv1c,Center6 - This plan the land
directly, in front of; the Q.-fty'Ha-11 and included off = street parking, children's

playground, plaza With a pond and, land scaping. He added that the h e City Council
had decided to - .coAstructthei off-stre& parking and sidewalk in,front of the City
Hall in this year'8 irhprovem ent plans.
He also presented -a L.ong Range Development Plan for the Civic Center and
explained it in detail. This plan showed 'how the 'Civic Center be enlarged
in the. future to "'" "a number of City,. Gbdffty,, $'tate Federal and quasi-
public buildings.
Mr. 'Coleman then. discussed other municipa 1, developmem plan's,
Mr. Coleman stated that these plans, were presented for their information only
and that no action Was required by the Commi - ss ib - nl
STAFF REPORT
Mr. Coleman stated that it had been suggested that all architects, in the
community should be notified of all rezdnings, The Commission being . in
agreement, "directed Mr,. Coleman to- obtain the - names of all architects in the
community from the Amoricanln8tliute.of -Architects Associates in order that
this suggestion could be carried out.
