HomeMy WebLinkAboutResolution 96-140 05/20/1996 - r Resolution No. ss-14o NC.S. of the City of Petaluma, California 1 3 A RESOLUTION ADOPTING A MITIGATED NEGATIVE DECLARATION 4 FOR A GENERAL ]'LAN LAND USE MAP AMENDMENT TO RECONFIGURE 5 THE LAND USE DESIGNATIONS ON THE GATTI PROPERTY AND TO 6 ESTABLISH AN ALTERNATE ALIGNMENT FOR A NEW COLLECTOR 7 ROAD; 701 SONOMA MOUNTAIN PARKWAY; APN 137-070-058 s 9 to WHEREAS, the Planning Commission has considered at a public hearing held March l2, 1 I 1996 and recommended the adoption of a Mitigated Negative Declaration pursuant to the 12 California Environmental Quality Act (CEQA) and City Environmental Review 13 Guidelines in conjunction with the following actions: 14 u 1. Approval of a Genera] Plan Land Use Map Amendment to reconfigure the land t6 use designations on the Gatti property. 17 i8 2. Approval of an alternate alignment for a new collector road through the Gatti 19 property. 20 21 NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council, in reference to 22 the impacts and mitigations identified in the initial study and as reflected in the 23 Commission's recommendations hereby adopt a Mitigated Negative Declaration for said 24 project based ou the following f ndings, and subject to the following mitigation measures: 25 26 Findings for Mitigated Negative Declaration: 27 28 1. An Initial Study has been prepared and proper notice provided in accordance with 29 CEQA and local guidelines. 30 3] 2. Based upon the Initial Study and any comments received, there is no substantial 32 evidence that the project would have a significant effect on the environment. ss 34 3. A monitoring program has been included to ensure compliance with the adopted 35 mitigation measures, if any. 36 37 4. The project does not have potential to affect wildlife resources as defined in the 38 Fish and Game code, either individually or cumulatively. 39 40 5. The project is not located on a site listed on any Hazardous Waste Site. List 41 compiled by the State pursuant to Section 65962.5 of the Govermnent Code. a2 43 6. The record of proceedings of the decision on the project is available for public 2 review at the City of Petaluma, Planning Department, City Hall, 11 English 3 Street, Petaluma, California. 4 5 Mitigation Measures: 6 7 I. The project proponent shall signalize the intersection of the new 8 "Collector" road and Sonoma Mountain Parkway. Timing for the 9 signalization and other associated improvements shall be established in 1o conjunction with the subdivision and/or development of the property. n i2 2. The project proponent shall improve project frontages along the 13 "Collector" road in accordance with City requirements for collector roads. I4 Said improvement shall occur in conjunction with the subdivision and/or 15 development of the property. 16 17 3. The project proponent shall provide bicycle and pedestrian facilities along i8 project frontages and internal to the project consistent with the City's 19 General Plan. 20 21 4. The final geometries of the intersection of the extension of the "Collector" 22 road with Sonoma Mountain Parkway shall be designed and located to 23 facilitate traffic safety, particularly with regard to sight distance; to the 24 satisfaction of the City's traffic engineer. 25 26 5. Pedestrian controls in the form of barricades, or something similar and 27 acceptable to the City, shall be provided at the intersection of Sonoma 28 Mountain Parkway and the extension of Riesling Road through the 29 Glenbrook area to prevent pedestrians from attempting to cross Sonoma 3o Mountain Parkway at that location to reach the proposed retail or park 31 areas. Signs shall be provided directing pedestrian traffic to cross Sonoma 32 Mountain Parkway at the signalized intersection of the new "Collector" 33 road through the project site or at the Santa Rosa Junior College 34 intersection. 35 36 6. Driveway access to the new "Collector" road shall be limited to the extent 37 possible to promote use as a collector roadway. 38 39 7. The alignment of the new "Collector" road at the northeast corner of the 4o retail commercial area shall be modified to provide a smooth transition 4i (curve) with a knuckle, romrdabout, or other type improvements; versus 42 the perpendicular corner to the collector roadway indicated in Figure 2. 43 This should be carefully coordinated with access to the Urban Standard 44 area to the east and Urban High density area to the south. as a6 8. The proposed local roadway on the southerly side of the retail area a7 adjacent to the park site shall be deleted and substituted with a driveway as from Sonoma Mountain Parkway to a parking area for the park only and/or a9 secondary access to the retail area. Public road access to the park site shall 5o be provided from the new "collector" road (cul-de=sac or stub) at the 51 direction of the City Engineer in conjunction with the subdivision and/or 52 development of the property. S Reso. 9F-140 NCS Page 2 of 3 J I 9. Direct driveway access to Sonoma Mountain Parkway shall be limited 2 consistent with the roadway's arterial status. 3 4 10. The retail commercial site plan shall be modified to facilitate truck access 5 to the pads or deliveries shall be scheduled to occur before businesses 6 open or during off-peak hours. 7 8 11. Up to 1.4 additional acres of commercial/retail may be blended with Urban 9 High designated properties, if the resulting development is of a mixed use I o nature at the option of the developer.
