Resolution No. 9fi-139 N.C.S. of the City of Petaluma, California z 4 THF, CITY COUNCIL OF THE CI"fY OF PETALUMA I-IF.,REIN APPROVES AN 5 AMENDMENT TO THE TRANSPORTATION ELEMEN"1' AND THE CIRCULA"FION 6 MAP OF THE GENERAL PLAN CHANGING EAS"t "D" STREET FROM ~ ARTERIAL TO COLLECTOR STREET STATUS s 9 WFIEREAS, the City of Petaluma proposes amending the General Plan Transportation 10 Element and the Circulation Map to change East "D" Street between Payran Street and Lakeville t l Street from Arterial Status to Collector Status; and, I, 13 WHEREAS, the Planning Commission of the City of Petaluma held a noticed public 14 hearing on May 14; 1996 on the subject application, heard testimony and concluded that 15 the findings and conditions For the project were adequate and recommended to the City 16 Council approval of the General Plan Amendment; and 17 I8 WHEREAS, the City Council held a public hearing on the proposed General Ylan 19 Amendments on May 20, 1996. 20 21 NOW THEREFORE, BE IT RESOLVED that the City Council approves an amendment 22 to the General Plan Transportation Element and the Circulation Map to change East "D" Street 23 between Payran Street and Lakeville Street from Arterial Status to Collector Status based on the 24 following findings: 25 26 Environmental Finding 28 1. An Initial Study has been prepared and properly noticed for the East "D" Street 29 General Plan Amendments in accordance with CEQA and local guidelines. 30 31 2. No substantial evidence has been presented to staff that the project would have a 32 significant effect on the environment Therefore, the Initial Study concludes that no 33 significant impacts will result. 34 35 3. Mitigation Measures are unnecessary because no potentially signifcant impacts have 36 been identified that require mitigation; therefore, a monitoring program is also 37 mrnecessary. 38 39 4. The project does not have the potential to affect wildlife resources as defined in the 40 Fish and Game code, either individually or cumulatively, and therefore is exempt 41 from Fish and Game filing fees. Amending this roadway classification in no way 42 affects plant life, animal life, or the habitat iu which wildlife resources are found. a3 44 5. The project isnot located on a site listed on any Hazardous Waste Site List compiled 45 bythe State pursuant to Section 659625 of the Government Code. a~s.rvo.......96.-13.9.....n.cs. Oage 1 ofs I 6. The City Council reviewed the Initial Study/Negative Declaration and considered the 2 comments before making a decision on the project. 3 4 7. The record of proceedings of the decision on the project is available for public review 5 at the City of Petaluma, Planning Department, City Hall, 11 English Street, Petaluma, 6 California. 7 8 8. The City Counci] finds that the changing East "D" Street from an Arterial to a 9 Collector will result in less than significant. impacts to air quality because the t0 resulting stop signs facilitated by the amendment will discourage through traffic and I I reduce traffic vohmies. Any potential increase in vehicular emissions due to added 12 stops and starts will be substantially offset by the_reduced traffic volume. 13 i4 9. The City Council finds that changing East "D" Street from an Arterial to a Collector 15 Street will result in less than significant impacts to noise because the resulting stop 16 signs facilitated by the amendment will discourage through traffic and reduce traffic 17 volumes. Any potential increase in noise due to the added stop signs will be I8 substantially offset by the reduced trafficvohime. 19 20 10. "fhe City Council finds that changing East "D" Street from an Arterial to a Collector, 21 will have no significant impacts to transportation/circulation. In addition, any future 22 stop sign installation will not significantly impact this segment of East "D" Street 23 because: this roadway is not vital to commerce or the transportation of goods and 24 services; the overall traffic network in the area is currently operating at less than 25 Arterial Street traffic volumes; and, the traffic projections for this portion of East "D" z6 Street are anticipated~to remain constant or slightly decline. 27 28 DE MINIMIS IMPACT FINDING: 29 30 1. The City Council finds that there is no evidence before the City that the proposed 31 project will have the potential for an adverse effect on wildlife resources or the habitat 32 upon which the wildlife depends; on the basis of substantial evidence, the presumption 33 of adverse effect is rebutted. A Certificate of Fee Exemption will be completed and 34 filed with the Notice of Determination for the project. 3~ 36 General Plan Amendment Findings 37 38 1. The proposed amendment is in the public interest because the current traffic volumes 39 on the roadway are not commensurate with the classification of the roadway and 40 traffic volumes are not projected to increase. In addition, traffic control devices, 41 permitted only on a Collector Street or lesser classification, are necessary to reduce 42 attractiveness of the roadway as a through street, improve pedestrian safety, and have 43 the indirect effect of reducing traffic speeds. 44 Reso. 96-139 Page 2 of 3 I 2. The proposed General Plan amendment is consistent and compatible with the rest of 2 the General Plan and any implementation programs that hlay be affected. The City 3 Council finds that the proposed street change stipports General Plan Objectives and 4 policies which encourage: the improvement of traffic flow, vehicular safety and 5 pedestrian safety; classifying streets dependent on the character of the neighborhood; 6 and, eliminating through traffic within a predominantly residential neighborhood. 8 3. The potential impacts of the proposed amendment have been assessed and have been 9 detem~ined not to be detrimental to the public health, safety, or welfare. Specifically, to the City Council finds that there will be no adverse environmental impacts resulting I i from changing East "D" Street from an Arterial to a Collector Street and that 12 pedestrian safety will be improved and vehicular accident rate may decline. 13 14 4. The proposed amendment has been processed in accordance with the applicable t5, provisions of the California Government Code and the California Environmental 16 Quality Act (CEQA). All noticing and review periods required by CEQA and the City i ~ of Petaluma's Environmental Review Guidelines have been satisfied.
