y AND APPROVING CERTAIN AMENDMENTS TO THE

la WHEREAS, the City Council adopted the Petaluma General Plan in March 1987, and

17 WI-IEREAS, the adopted General Plan includes a program which called for the
t8 preparation of a comprehensive plan for the Petaluma River that addresses water quality,
19 public access, habitat preservation, development review procedures, and riverfront bike
20 and pedestrian routes.

23 NOW, THEREFORE, BE IT RESOLVED that in light of all information presented to the
2d City Council, both verbal and in writing, regarding the efforts put into the preparation and
25 public hearings for the Drafr Petaluma River Access and Enhancement Plan, the Petaluma
z6 City Council hereby makes the following findings of fact:

2x 1. The City of Petaluma General Plan, as adopted in 1987 and maintained thereafrer,
29 promotes an orderly system of growth and environmental protection within an
30 Urban Limit Line.

32 2. The preparation of a River Access, and Enhancement Plan is timely and appropriate
33 riven the following facts:

2 a. The General Plan emphasizes the Petaluma River as a significant cultural,
3 economic, environmental, and historic resource to be planned and reclaimed.
5 b. The General Plan includes many river-related goals, objectives, policies,
6_ and programs including directives to prepare a comprehensive plan for the
7 Petaluma River.

9 c. The River Plan was prepared to clarify, uphold and implement General Plan
to directives, not to alter the Plan's basic tenets.

12 d. The appointed Citizens Advisory Committee aggressively solicited and
13 considered public input, especially that of the owners of riverfront property,
14 Technical Advisory Committee, consultants, and staff while preparing the River
I5 Plan.

1~ e. The committee carefully considered all the issues that comprise the plan,
18 and crafted the River Plan to maximize agreement among the coirimitteemembers.

2n f The River Plan was. prepared to address specific Petaluma concerns and
21 respond to specific site conditions.

23 g. The River Plan recommends a certain amount of flexibility in its
24 implementation to best meet directives yet respond to site specific conditions.

z6 3. The expanded Initial Study contains conditions for approval of a Negative
27 Declaration, pages VI-1 through VI-6, which are referenced and incorporated
28 herein.

I NOW, THEREFORE, BE IT FURTHER RESOLVED that the Petaluma City Council,
2 hereby approves and adopts the River Access and Enhancement Plan, as amended herein,
3 and further approves and adopts the proposed amendments to the General Plan text, River
Chapter, as follows:

~ Add Goal 4. Improve the waterfront in a manner consistent with the Petaluma River
7 Access and Enhancement Plan.

6 Convention and Visitor's Bureau to identify and define the need for an outdoor cultural
7 facility with a downtown riverfront location.

9 Add Narrative to Follow Policy 6: The Petaluma River Access and Enhancement Plan
to suggests that the Turning Basin should act as a general gatheringplace to view scenery,
n people, and activities on the water. Larger gathering places for concerts, speeches, or
12 other cultural events should be located off the Turning Basin, perhaps on McNear
13 Peninsula or other downtown location.

15 Program (1): If and to the extent allowed by law, require dedication of an easement for
16 public access to the river for all new development or redevelopment ~

17 BE IT FURTHER RESOLVED, THAT said River Access and Enhancement Plan shall be
18 amended to reflect the above intent and further amended to include the following text

1 BE IT FURTHER RESOLVED, that the City Council hereby finds, as to the future
2 required dedication,. easements and/or improvements, it is the intent of the City Council
3 that these provisions shall be implemented unless specifically prohibited by law.
