HomeMy WebLinkAboutResolution 96-119 05/06/1996 Resolution No. 96-119 N.C.S. of the City of Petaluma, California SUPPORTING SENATE CONSTITUTIONAL AMENDMENT 2G EXEMPTION OF APPROPRIATIONS IN THE BUDGET BILL FROM 2/3 VOTE REOUHiEMENT WHEREAS, the California Constitution provides that a 2/3 concurring vote of the membership of the Assembly and Senate are required to pass appropriations from the State Budget General Fund; and, WHEREAS, over the last few years, a minority of the legislative members have caused delays in passing the State Budget; and, WHEREAS, these delays have caused hardships on local municipalities in their attempts to finalize their own budgets without knowledge of State funding at it relates to cities; and, WHEREAS, Senate Constitutional Amendment 26 will exempt appropriations in the Budget Bill from the 2/3 vote requirement; and, WHEREAS, Senate Constitutional Amendment 26 will also provide that. statutes enacting Budget Bills shall. go into effect immediately upon their enactment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby supports Senate Constitutional Amendment 26 and directs that such support be communicated to Senator Thompson Under the power and authority conferred upon this Council by the Charter of said City.
