California I 2 RESOLUTION SETTING TI-IE 1997 ALLOCATION POOL 4 5 WHEREAS, the City Council has adopted a Residential Growth Management System by 6 Ordinance 1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code) establishing the 7 procedure for setting the allocation pool on a yearly basis; and x 9 WHEREAS, interested developers have filed Notice of Intent to Develop forms in accordance to with the provisions of Chapter 1726 and these, in combination with other allocation obligations 1 I created and anticipated by the action of the City Council. comprise the total number of allocation 12 requests for 1997: and 13 Ia WHEREAS, the setting of allocations must be done in conformance with General Plan policy 15 that permits a maximum annual average of 500 allocations, no more than 1,000 allocations in any I6 year and no more than 1,500 allocations over three consecutive years; and 17 18 WHEREAS, total requests for 1997 allocations equals 304 units; and 19 i 20 WHEREAS, there is no compelling reason to set the allocation pool higher than the number of 21 requested units this year; and i 23 WHEREAS, the City Council finds the setting of allocations is not a project pursuant to Section 24 15061 of the California Environmental Quality Act and, therefore, no environmental action is 25 necessary at this time; and Z6 27 WHEREAS, the City Council met on April 15. 1996, and discussed the setting of the pool for 28 1997 allotments; ?q 3o NOW.. THEREFORE_ BE IT RESOLVED that the Citv Council sets the 1997 allocation pool at 3I 304 units. ;3 39 BE IT FURTHER RESOLVEll that the City Council makes the following findings in support of ~a its setting the 1997 allocations pool: 36 96-lpl Page 1 of 2 Res. The number of available 1997 allotments is consistent with the provisions of the. 3 Residential Growth Management System Ordinance (Chapter 17.26 of the Petaluma 4 Municipal Code) and the applicable policies of the 1987-2005 Petaluma General Plan. 5 6 2. The City Council need not consider the 1997 Development Objectives in determining the 7 1997 allocation pool because the number of requested allocations was less than 500. 8 9 3. The decision to setthe 1997 allocation pool at 304 is not detrimental to the public health, to safety or welfare because the City Council has considered the 1997 allocation pool in the 1 t context of overall City-wide growth rates, adequacy of public facilities, and the timing of 12 development, and this pool satisfies all applicants. 13 14 15 :c/W imvord/95poollcm Under the power and authority conferred upon this Council by the Charter of said City.
