HomeMy WebLinkAboutResolution 96-191 07/15/1996 Resolution No. 96-191 N.C.S. of the City of Petalun~la, California 1 A RESOLUTION DESCRIBING IMPROVEMENTS AND DIRECTING PREPARATION 2 OF ENGINEER'S REPORT FOR FISCAL YEAR 1996-976 3 ANNUAL ASSESSMENT FOR 4 LANDSCAPE ASSESSMENT DISTRICTS 5 6 WHEREAS, pursuant to the provision of the Landscaping and 7 Lighting Act of 1972, Part 2, Division 15 of the Streets and 8 Highways Code of the State of California, the City Council 9 conducted. proceedings and have established Landscape Assessment l0 Districts and Authorizing Levy and Collection of Assessments 11 Pursuant to Landscaping and Lighting Act of 1972, as listed in 12 Exhibit A on file with the City Clerk; 13 14 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of 15 Petaluma, County of Sonoma as follows: 16 17 1. The public interest, convenience and necessity require, 18 and it is the intention of said Council to undertake proceedings 19 for the levy and collection of assessments upon the several 20 parcels of land in said districts, for the maintenance for the 21 Fiscal Year 1996-97; 22 23 2. The improvements to be constructed or installed, 24 including the maintained, thereof, are more particularly 25 described for each District in Exhibit B on file; 26 27 28 3. The maintenance costs or expenses of said improvements, 29 are to be made chargeable upon said districts, the exterior 30 boundaries of each district are the composite and each 31 consolidated area as more particularly shown on a map thereof on 32 file in the office of the City Clerk of Petaluma, to which 33 .reference is hereby made for further particulars. Said maps for 34 each District indicates by a boundary line the extent of the 35 territory included in said district and of any zone thereof and 36 shall govern for all details as to the extent of each assessment 37 district; 38 39 4. The Director of Engineering of Petaluma shall be the 40 Engineer of Work, and is hereby directed to prepare and file with 41 the City Clerk a report on the districts specifying the fiscal 42 year to which the report applies, and, with respect to that year, 43 presenting the following: 44 45 a) Description of the existing improvements 46 and for proposed new improvements, if any, to be made 47 within the assessment district or within any zone 48 thereof; 96-191~.cs 1 b) An estimate of the costs of said proposed new 2 improvements, if any, to be made, the costs of 3 maintenance of any existing improvements, 4 together with the incidental expenses 5 in connection therewith; 6 7 c) A diagram showing the exterior boundaries of the 8 assessment district and the lines and dimensions of g each lot or parcel of land within the district as 10 such lot or parcel of land is shown on the County 11 Assessor's map for the fiscal year to which the 12 report applies, each of which lots of parcels of land 13 shall be identified by a distinctive number or letter on 14 said diagram; and 15 16 d) A proposed assessment of the total amount of the 17 estimated costs and expenses of the proposed new i8 improvements,if any, including the maintenance 19 of any existing improvements upon the several 20 parcels of land in said district in proportion 21 to the estimated benefits to be received by such 22 parcels of land from said improvements, including the 23 maintenance, and of the expenses incidental thereto. 24 25 5. The Director of Parks and Recreation and/or the Director 26 of Finance of Petaluma is hereby designated as the person to 27 answer inquiries regarding any protest proceedings to be had 28 herein, and may be contacted during regular office hours at the 29 Petaluma City .Hall, P.O.
