Revolving Loan Fund Application Criteria Summary Statement: The purpose of EPA's Revolving Loan Fund (RLF) Grant for Brownfields for $1,000,000 is to provide funds to loan for clean up of Brownfields' sites to developers, non -profits,. or to the City of Petaluma. Applying for the RLF Grant now prepares us for the opportunity to act in a timely manner with fiends uns available to loan to address hazardous substances issues. The loan can also be used to provide loan guarantees to a banking institution considering a construction loan to a developer or non-profit. This is, useful to Redevelopment because sites with contamination are considered risky for lending purposes and the guarantee can make a desirable project possible. Additionally, as a separate commission, the terms of the grant allow PCDC to loan funds to the City of Petaluma but not the reverse. Thee application for the grant is due .December 14, 2005, for the 2006 grant cycle. BACKGROUND: A Brownfields site is a real property whose redevelopment or reuse may be complicated by the presence of potential hazardous substances, pollutants or contaminants. The Petaluma Community Development Commission has received two grants in the amount of a .total of $400,000 from the EPA to perform environmental assessments to identify Brownfields sites in the City of Petaluma. The first site assessment grant is to perform assessment :of petr&cherimical discharges and the second grant, awarded November 11, 2005, is to perform assessment of hazardous substances. The rich commercial and industrial heritage of Petaluma has resulted in key properties becoming environmentally impacted over its 153 year history. Despite high land values, many property owners are reluctant to redevelop key lots ,out of fear that environmental issues may hamper the process and reduce the value of the property:: With the Brownfields assessment underway, the next logical step is to provide funding in the form of low interest loans t'b "address the. problem. A property that is a prime candidate for redevelopment could be delayed, or de -railed if it is discovered that" contaminants or hazardous substances are present. Without the Revolving. Loan Fund, the financial resources, may not be available and the opportunity to redevelop a site would be lost. ALTERNATIVES: a. Authorize submittal of grant application. " b. Delay grant application until later funding cycle in 2007. 4. FINANCIAL'IMPACTS: The�cost for our consultant Econ; Inc., to prepare the grant application, is $3,000.00. Should application be successful, PCDC is required to provide a 20% cost share, or on a $1,000,000 16 EPA Brownfields Grant, a $200,000 Local Match. Up to 10% of the.loan fund can be used to cover programmatic administrative costs. 2 0 5. CONCLUSION: ' If approved, staff will. submit a formal request to the EPA for the Brownf°elds. Revolving Loan Fun Grant.. Should the application, be successful, staff will work with Administrative Services to establis 6 the loan program. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: The request for ,grant funding will be. approved by the EPA under the Brownfields Grant Division, and properties 'identified in our current assessment program will benefit from utilizing these loans to redevelop. 7. RECOMMENDATION: Direct staff to :proceed with the grant application..for the EPA Brownfields Revolving Loan Fund due ,December 14, 2005, and contract with Econ; Inc.. to prepare the application. • 11 j ATTACHMENT I RESOLUTION # 2005- PETALUMA COMMUNITY DEVELOPMENT COMMISSION RESOLUTION OF THE CITY OF PETALUMA COMMUNITY DEVELOPMENT COMMISSION SUPPORTING APPLICATION FOR A REVOLVING LOAN FUND (RLF) GRANT FOR BROWNFIELDS FROM THE EPA WHEREAS, the Legislature of the United States of America, federal government have provided Funds for the program shown above; and WHEREAS, the Environmental Protection Agency has been delegated the responsibility for the administration of this grant program, establishing necessary procedures; and WHEREAS, the _Applicants, if selected, will enter into a cooperative agreement with the Environmental Protection Agency to administer the Revolving Loan Fund NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma 1. F. Cost Share RLF grant recipients are required: by theBrownfields Law to provide a Mpereent cost share.'` This cost share is calculated -as 20 percent of the totallfederal RLF funds awarded. For example, if you are applying for $1 million of federal RLF funds, you must provide: a cost share of an additional 5200,000. The cost.sliare may be in the form of a contribution of money, labor, '-Applicants for an, RLP grant may use fees from borrowers, interest,on,loans, and other "program, income" to meet the. cost share requirement. However, if an RLF grant applicant plans to use,anticipated program income for cost.share, the;applicant also.must demonstrate how' alternative sources forobiaining money, labor; material, or services can be usedto meet its, cost share requirement if program income is less than anticipated during the performance period for the grant. Recipients_. of RLF grants may not use repayments ofloan principal to meet the cost share requirement: 32 -I material, or ' services from,a non-federal source.
