2 APPROVING AN AMENDMENT TO THE PETALUMA MUNICIPAL AIRPORT
3 PLANNED COMMUNITY DISTRICT ZONING DISTRICT REGULATIONS TO
4 INCLUDE AIRCRAFT HANGARS AS A CONDITIONAL USE WITHIN THE
5 AVIATION COMMERCIAL SUBZONE; AP No. 136-070-028

7 WHEREAS, the City Council of the City of Petaluma on March 4, 1985, adopted
8 Resolution No. 85-67 N.C.S. approving Development Standards (Zoning District
9 Regulations) for the Petaluma Municipal Airport Planned Community District (PCD); and
to
11 WHEREAS, an application to amend the previously approved PCD Zoning District
12 Regulations was submitted to the Planning Department by Mr. Bill Graham, on behalf of
13 the Petaluma Municipal Airport Commission, on April 16, 1996; and
to
15 WHEREAS, by action taken on May 28, 1996, the Planning Commission considered and
16 forwazded a recommendation to approve the proposed amendment to the PCD Zoning
17 District Regulations; and

19 WHEREAS, the proposed project is exempt from the requirements of CEQA pursuant to
20 Section 15061 (b)(3) of the CEQA Guidelines because the proposed amendment to the
21 Petaluma Municipal Airport PCD Zoning District Regulations does not have the potential
22 to create any significant environmental impacts.

24 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby approves the
25 amendment to the Petaluma Municipal Airport PCD Zoning District Regulations to
26 include Aircraft Hangazs as a Conditionally Permitted Use within the Aviation Commercial
27 Subzone based on the following findings and subject to the following conditions:

3 t 1. This legislative amendment is exempt from the requirements of CEQA pursuant to
32 Section 15061 (b)(3) of the Guidelines because the proposed amendment to the
33 Petaluma Municipal Airport PCD Zoning District Regulations does not have the
34 potential to create any significant environmental impacts.
35 2. The amendment to the Petaluma Municipal Airport PCD Zoning District
36 Regulations to include Aircraft Hangars as a Conditional Use within the Aviation
37 Commercial Subzone does not raise issues contrary to applicable Policies,

2 within the airport or surrounding lands; the proposed amendment is consistent with
3 Policies, Programs and Objectives of the General Plan which are germane to the

5 3. The amendment to the Petaluma Municipal Airport PCD Zoning District
6 Regulations to include aircraft hangars as a Conditional Use within the Aviation

l0 4. The existing streets (E. Washington, Sky Ranch Drive and .Executive Drive) are
11 suitable and adequate to serve the existing and proposed uses within the Petaluma
12 Municipal Airport subzones.
13 5. The amendment to the Petaluma Municipal Airport PCD Zoning District
14 Regulations to include aircraft hangars as a Conditional Use within the Aviation
15 Commercial Subzone is appropriate in context with the overall planning purposes
16 intended; and to include aircraft hangazs within the Aviation Commercial Subzone
17 will be in harmony with the character of the suttounding azeas.
is 6. The amendment to the Petaluma Municipal Airport PCD Zoning District
19 Regulations to include aircraft hangazs as a Conditional Use within the Aviation
20 Commercial Subzone will allow for the development of a needed service .for users
21 of the airport.

25 1. City Staff shall amend the Petaluma Municipal Airport PCD Zoning District
z6 Regulations under Aviation Commercial Subzone to include Aircraft Hangars as a
27 Conditional Use.
