APPROVING AMENDMENT TO 'f1-IE GENERAL PLAN TO
REDESIGNATE 10.7 ACRES OP URBAN SEPARATOR TO URBAN S"fANDARD
ANll 46 ACRES OP AGRICULTURE TO OPEN SPACE POR T!-IE
CROSS CREEK SUBDIVISION. LOCATED ON 96 ACRES NORTI-[EAS"1' OF TFIE
[N'fERSEC"PION OF CASA GRANDE ROAD AND ELY BLVD. SO.
WHEREAS, an application to amend the General Plan was filed by Mardel L,LC on July
14, 1995, requesting redesignation of a portion of the Urban Separator to Urban Standard
Residential, and relocation of the Urban Limit Line to encompass 46 additional acres to
be designated as Urban Separator; and
WFIEREAS, the Planning Commission held duly noticed public hearings for the
proposed General Plan Amendment on October 24, 1995, November 28, 1995, April 9,
1996 and May 28, 1996, and considered all written and verbal reports and testimony on
the matter before rendering a reconunendation of denial to the City Council; and
WHEREAS, all reports and communications to the Planning Commission were
forwarded to the City Council; and
WHEREAS, the City Council held a duly noticed public hearing on the proposed
Amendment on July 1, 1996 before rendering its decision: and
WHEREAS, the potential environmental impacts of the proposed Amendment have been
considered, and proper action has been taken by the City Council in compliance with the
California Environmental Quality Act and local environmental guidelines in that a
Mitigated Negative Declaration has been adopted regarding the Amendment.
NOW THEREFORE BE IT RESOLVED that the Petaluma City Council hereby approves
the following Amendment to the General Plan, based upon the findings specified below:
1. Redesignation of a portion (approximately 10.7 acres) of the Urban Separator
situated on AP No. 017-0~0-001, known as the Ronsheimer property, to Urban
Standard Residential in the configuration shown on the map attached as Exhibit
A.
2. Redesignation of 46 acres of unincorporated property situated east of the Urban
Limit Line on AP No. 017-050-001 to Open Space in the configuration shown on
the map attached as Exhibit A.

Findings for General Plan Amendment
1. The proposed Amendment is deemed to be in the public interest to provide for
orderly development of appropriate residential uses, preservation and
enhancement of the City's open space system including the Urban Separator and
the Adobe Creek channel, will provide for public recreational opportunities, and
ensures long term compatibility of airport operations with adjacent uses.
2. The proposed Amendment is consistent and compatible with the rest of the
Genetal Plan and any implementation programs that may be affected.
3. The potential impacts of the proposed Amendment have been assessed and have
been determined not to be detrimental to the public health, safety or welfare.
4. The proposed Amendment has been processed in accordance with the applicable
provisions of the California Government Code and the California Environmental
Quality Act (CEQA).
5. Designation of the 46 acre area east of the Urban Limit Line as Open Space will
facilitate protection of the Petaluma Airport by formally recognizing on the.
General Plan Land Use Map the City's land use intent for that portion of the site
situated within the Imrer Approach Zone, and further, will allow improved
coordination of land uses and City regulation of land within the Petaluma Airport
Inner Approach Zone, and greater long term assurance of -compatibility with
airport operations.
6. Designation of the easterly 46 acre portion of the site as Open. Space will preclude
development of land intended to provide an open space buffer between urban
development within the City's Urban. Limit Line and. agricultural uses on
unincorporated property beyond the Urban Limit Line.
7. Redesignation of a portion (approximately 10.7 acres) of the existing Urban
Separator to Urban Standard will permit development of land for residential uses
at a density compatible with adjoining development, and in a manner consistent
with General Plan provisions applicable to airport operations, density feathering,
and growth management, because proposed residential uses will not extend
beyond the limits of the present Urban Limit Line.
8. The City of Petaluma Airport Commission and the Sonoma County Airport Land
Use Commission have determined the. General plan Amendment and proposed
development within the affected area are consistent with their respective plans,
uses,. and regulations.
