4 RESOLUTION ADOPTING AN INTERIM POLICY ADDRESSING PROPOSED
5 DEVELOPMENT WITIiIN THE CENTRAL PETALUMA SPECIFIC PLAN AREA

7 WHEREAS, the City of Petaluma General Plan identifies the need to properly plan for
8 the development and redevelopment of the area surro~mding the downtown; and
9
io WHEREAS, on June 17, 1996 the Petaluma City Council approved a Resolution
11 authorizing the preparation of a Specific Plan/EIR for the area generally referred to as
I2 Central; and,

i4 WHEREAS, on .Tune 17, 1996 the City Comrcil also created the Central Petaluma
15 Specific Plan Advisory Committee to~ incorporate a strong public participation effort to
16 assist staff in the preparation of the Specific Plan; and,

I8 WI-IEREAS, the City Planning Department requeststhe City Council establish an interim
I9 policy to provide direction to future applicants proposed development on sites within the
zo Specific Plan area;

22 NOW THEREFORE, BE IT RESOLVED that the City Council approves an interim
23 policy, to remain in effect until the Specific Plan is adopted, and to apply to all future
za development applications within the Central Petaluma Specific Plan and directs City staff
25 to implement the following:

27 1. A Preliminary Review Application shall be required for airy proposed development
28 within the Central Petaluma Specific Plan Area.
29 2. All Preliminary Review Applications submitted for sites within the Central Petaluma
30 Specific Plan Area shall be referred to the Central Petalulna Specific Plan Advisory
31 Committee.
32 3. The Central Petaluma Specific Plan Advisory Committee shall review the Preliminary
33 Review Application to provide direction on the proposed development's consistency
34 with the following adopted objectives for the Specific Plan: -
35 a) Create a circulation plan for the Plan Area to address future street
36 extensions (e.g. Canfield) as well as better integrating Railroad
37 alignments, surrounding City streets, the Petaluma River and future
38 land uses.

I b) Create specific design/development guidelines for future development
2 and redevelopment to ensure the maintenance and enhancement of the
3 existing historic character of the Central Petaluma Area and create a
4 connection between old and new.
5 c) Be sensitive to, and allow preservation of existing long standing uses
6 in the Plan Area when planning improvement locations, projecting
7 infrastructure costs, and analyzing appropriate development and
8 redevelopment sites.
9 d) Provide opportunities for transit oriented uses within the Specific Plan
10 area.
I I e) Provide opportunities and incentives for affordable housing.
12 fl Create a Land Use Plan that increases tourism, encourages mixed use
t3 projects (residentiaUcommercial/office combinations) in closer
14 proximity to the downtown, and encourages small locally owned
15 businesses to locate in and around the downtown:

17 NOW THEREFORE, BE IT FURTHER RESOLVED that any determination provided by
18 the Advisory Committee shall be considered advisory, shall only address the. proposal's
t) consistency with the adopted Objectives, and shall not be considered a determination of
20 support or non-support of the development proposal.
