1. EXECUTIVE SUMMARY:
The Water Field Office,- constructed in 1961, no longer meets the. needs of the department. This
1,200 - square foot structure originally supported a istaff of 10 with the sole responsibility of
operating a water system that served less than 15,000 residents. Today a staff of 27 field
employees' operates, maintains, and repairs a water system, wastewater collection, and storm
water system that serve over 55,000 residents! This project. involves removal of the existing
building and structures; the construction of a new facility, and, related site work at 202 North
McDowell Blvd. Seven bids were received November 13., 2003. Bids submitted ranged from a
high of.$3,536,000 to a 1ow,of $2 The. apparent low bidder was McCrary Construction,
1300 Elmer Street, Belmont, CA 94002 -4011.
City management recommends the City Council adopt the resolution awarding the contract to the
low bidder, McCrary Construction, 1300 Elmer Street, Belmont, CA 94002 -4011.
2. BACKGROUND
The Department of Water Resources & Conservation's Water Utilities Operations and
Maintenance personnel are based at the Water Field Office ai 202' North McDowell Blvd. (the
facilities location is shown on figure 1). This facility :also provides storage of vehicles,
q ui puler i re parts (pumps, meters; valves, hydrants, piping etc), and the
electronic and w
construction eu pp ler- qp pment_that,supports the DepartnienVs Supervisory Control and Data
Acquisition' , (SCADA) system for monitoring and control of the water and flood 'alert systems.
Most of 'the Water parts and equipment are currently stored in`ternporary storage containers. This
equipment, ;along With the lockers, storehouse, and lunchroom, were formerly located in a
storage barn on the site.
In April 2001. Cornerstone Structural Engineers Inc: conducted a structural review of the Water
Field Office Storage Building located at 202 North McDowell, Blvd. This building was a 100+ -
year -old' 2= story,,wood barn with no foundation that had been cobbled. together over the years to
serve as a warehouse 'for 'repair ;parts, meter storage, employee locker room, employee
lunchroom, employee bathroom, office area, file storage; and equipment storage. The report

determined the structure was - unstable and should be abandoned and razed' immediately. The barn
was demolished in August of 2001.
The remaining structures include a 1,200- square -foot office area and an approximately 1,200
square foot maintenance shed. These, structures were originally constructed in 196`1 when there
were 10 water operations and maintenance employees for a water system, that served' less than
1:5,000 residents..Pnor to 2000 the Department was responsible for operations and maintenance
of the water system only. Currently there are 27 employees that not only operate and maintain
the water system, but also ,operate and maintain the City's; storm, water and wastewater collection
systems. These systems now serve ar population of over 515 residents. As the City further
develops its storm water program in support of the EPA's Phase Il storm water rule additional
maintenance, equipment and field employees will be added. The current facilities are not
sufficient to meet the current and anticipated operations and maintenance needs of the
Department. Duties and responsibilities of these employees include (but are not °limited to):
Operation and maintenance. of the water ,system, including over 200 miles of
P ipelines, valves, reservoirs, and. storage tanksl and pump stations.
Operation and maintenance of the wastewater collection system (approximately 200
miles of pipeline).
Water main construction including excavation, pipe /valve repair /re placement -, and
'backfill.
`Television inspection of the wastewater collection system.
Customer service including meter reading,. meter repair, arid water shut -offs and turn-
ons.
Maintenance of the stormwater system including catch basin cleaning, jetting and
cleaning of storm drain inlets and outlets, and storm water pump station maintenance.
Electronic monitor and control of the water system through the Supervisory Control
and Data Acquisition (SC ADA) system.

The Water Field Office Site -Improvements Project 9797 includes construction of ,a new Water
Field Office to .support operation and" maintenance of the City's water utilities. This facility will
be constructed.` n two phases. The first: hase included construction of a sound' wall. 'On,February
3, 2003,. the City Council approved "the; plans 'and specifications and awarded the contract ,for the
Water Field Office Sound 'Wall. Project. This work involved removal of existing, fencing and
construction of a precast concrete soundwall. The City' Council accepted completion of the
soundwall on August 4, 20,03
The second phase includes demolition of the existing building and structures, construction of a
13,000- square -foot facility including offices, machine shop; parts storage, meter test shop,. and a
control room, and construction of site work (including relocation of the above- ground fuel
storage tank to a safer location). The five neighboring property owners were contacted
individually,, and a standard mailing to all properties within 500 feet of the project was, :done.

Three temporary modular buildings and several storage containers have been moved to the site.
Staff and equipment will move into these temporary facilities in December 2003 and January
2004 and remain there until the new facilities are constructed:, This approach supports continued
operation and maintenance of the "City's Water, sewer, and storm drain systems. The overall
project has been phased with tasks moving. on parallel tracks allowing continued operations and
maintenance of the. City's water, sewer,-and storm drain systems.
As shown in Table 2. construction is scheduled to begin in February 2004 and be completed in
November 2005.

3. ALTERNATIVES FOR THIS PROJECT INCLUDE
1. Adopt the resolution awarding the contract4o the lowest responsible bidder;
McCrary Construction.
2. Reject the bids and re- advertise.
3. Take other action as directed by the Council.
4. FINANCIAL IMPACTS
The total construction cost is estimated at ,$4,249,460. This' includes construction, construction
management services, engineering services-during construction, and pro'ect.contingency. This -
estimate also includes $181;887 in General Fund Overhead. These costs are illustrated in Table -3
below.
The project is included with the FY 03 =04. Capital Improvement ;Project budget for:the
Department of Water Resources. as Project 9797= Property Site Improvement. The estimated
construction cost of $4;239,347 is below the FY 03 -04 budget of $4,272,000. These' costs will be
incurred over the next three fiscal years as construction progresses.

5. CONCLUSION
Following the award, the contractor will enter into a. contract with the City and submit the
required contract documents, bonds, and insurance.

7. RECOMMENDATION

AWARDING THE CONTRACT FOR THE WATER FIELD OFFICE
PROJECT NO. 9797
WHEREAS, the Water Field, Office Project, Project No. 9797, ( "Project ") is included in
the Department of Water Resources and Conservation Fiscal Year 2003 -2004 Capital
Improvement Program Budget as Project 9797; and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, the
City of Petaluma solicited bids for Project; and
WHEREAS, seven (7) bids for the Project were received on November 13, 2003; and
is WHEREAS, the apparent low bid for the Project was submitted by McCrary
Construction in the amount of $2,998 and
WHEREAS, City staff that McCrary Construction possesses a valid
California Contractor's license, classes A, and B, license number284504, expiration date August
31, 2004, that qualifies McCrary Construction to perform the Project;
NOW, THEREFORE, BE IT RESOLVED9!by the City Council that:
1. The above recitals are true and correct and hereby declared to be findings of the City
Council of the City of,Petaluma.
2. The Project contract: is herby awarded to McCrary Construction, 1300 Elmer Street,
Belmont, CA 94002 -4011, in the amount of $2,998,000 conditioned on timely submission by
McCrary Construction of all required Project documents properly completed in accordance with
the requirements of the Project bid package. Such documents include, but are not limited to, the
Project contract; bonds, certificates of insurance; and endorsements.

3. City staff 'are hereby directed to issue a notice of conditional award to McCrary
Construction.
4. The City Manager is hereby authorized and directed to execute the Project contract with
McCrary Construction and direct staff to ,issue a notice to proceed with the Project upon the City
of Petaluma'.s receipt of timely submission by-McCrary Construction. of all required Project
documents - properly completed in accordance with the requirements of the package.
Such documents' "include, but are not limited to, the Project contract, bonds, certificates of
insurance and'endorsements, subject to the review and approval of all Project related documents
by the City Attorney:
This resolution shall become effective immediately.
All portions of this resolution.are severable:'Should any individual component of this
resolution 'be adjudged to be invalid and unenforceable by. a body of competent"urisdiction, then
the remaining.resolution portions shall be and continue `in. full force and effect, except as to those
