Summary Statement
The Police Department has applied for, a Sobriety Checkpoint Mini-Grant from the California Office of
Traffic Safety (OTS) in the amount of $ 28,200.00. The grant requires no matching funds. The grant funds
will be used for enforcement activities in relation.to DUI detection as set forth in the vehicle code.

Resolution authorizing the Police Department to Accept a Traffic Safety Grant From the
California Office of Traffic Safety fora Mini -Grant for DUI Enforcement in the amount of
$28,200.
EXECUTIVE SUMMARY
The Police Department has applied for a Sobriety Checkpoint Mini -Grant from the California Office of
Traffic Safety (OTS) in the amount of $28,200.00. The grant requires no matching funds. The grant
funds will be used for enforcement, activities in relation to DUI detection as set forth in the vehicle code.
2. BACKGROUND
The California Office of Traffic Safety has made funds available for DUI enforcement in the form of
Sobriety Checkpoints :during the 2003 Christmas and New; Holiday season as well as the July 4th
2004 Holiday period. The;goal of this enforcementp`eriod is to identify and remove impaired drivers
from roadways of Petaluma to ensure our residents safety. The enforcement period is from December
19, 2003 January 04, 2004 and June'25 to July 10, 2004. The purpose of this program is to reduce the
number of people killed in alcohol- involved crashes.
�. ALTERNATIVES
A. Accept the grant funds.
B. Decline the grant funing
C. Decline grant funding and decrease efforts with regard to traffic safety to previous levels.
4. FINANCIAL IMPACTS
The total project cost of $28,200.00 will be funded from the California Office of Traffic Safety grant.
CONCLUSION
The use of the California Office of Traffic Safety money -to fund Sobriety Checkpoints during the
holiday time periods is appropriate. Usingfunds in this manner will enable an improved level of traffic
safety to the City of Petaluma and the reduction of alcohol impaired drivers on the roadway.
C. OUTCOMES OR PE RFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
The grants sole objectiVe is to reduce the number' of`alcohol:impaired drivers on the roadway. The
Office of Traffic Safety also evaluates our performance and;reviews our progress reports.
7. RECOMMENDATION
Adopt the resolution authorizing application and acceptance of California Office of Traffic Safety Grant
Funds. The Petaluma' Police Department Traffic unit, under-the supervision of Sergeant Tim Lyons, will
manage the grant.

California Office of Traffic Safety for a Mini - Grant for DUI Enforcement in the amount of
$28,200.
WHEREAS, the City of Petaluma Police Department desires to undertake a'certain.
project designated the California Sobriety Checkpoint Program to be funded through the
California Office of Traffic Safety; and
WHEREAS, the City Manager of the City of Petaluma is.autho 'zed,. on its behalf to
submit theattached proposal to the California Office of Traffic Safety and.is authorized to sign
and approve on behalf of the Cityof Petaluma the attached Grant Award Agreement, including
any extensions or amendments thereof and
WHEREAS, the applicant agrees to the requirements for said project (including any
amendment thereof) under the program and the funding terms and conditions of California
Office of Traffic Safety; and
NOW, THEREFORE, BE, IT RESOLVED, that any liability arising of the
performance of this grant Award Agreement, ,including: civil court actions for damages, shall be
the responsibility of the grant recipient and the authorizing agency. The State 'of California,.and •
the Office of Traffic Safety disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received shall not be used to, supplant
expenditures control by this body.
