WELCOME
Welcome `to your City of Petaluma City Council Meeting.. Your City Council Members are:
David Glass, Mayor
Bryant Moynihan, Vice. Mayor
Keith Canevaro,.Mike ,Harris, Mike Healy, Mike O'Brien, and Pamela. Torliatt, Council Members
CITY COUNCIL MEETINGS
Reguiari meetings of the City Council are held on the first and third :Mondays of each month. There are
generally two sessions held for each Council Meeting. An Afternoon Session is usually held at 3:00 p.m,
and an Evening Session held at 7:00` p.m. _ Starting times for Coo,ncil Meeting Afternoon Sessions :may vary.
Work Sessions of the City Council are;• held 'on the second' Monday of the month on an "as needed" basis.
At Work Sessions, City staff provides reports, to the City Council on a variety of items and issues; however;
usually, no formal action is taken.
The City Council Agenda may also include actions of fhe Petaluma Community Development'
Commission (PCDC); which will be clearly noted. In addition,. meetings of the Petaluma Public Financing
Corporation ,are held annually in the month of December in conjunction with City .Council meetings. All
actions listed on the Agenda are City Council actions, unless otherwise noted.

All actions are tiiade °by the'City Council, unless otherwise noted.
P U B LIC PARTICIPATION
Persons wishing to speak regarding items not on the agenda may "do'so under Public Comment. Depending
on the number of persons wishing to address the Council, time will be allocated in equal'shares ,totaling no
more than fifteen minutes. If more than three persons wish to address Council on the-some topic,, they are
encouraged to select a spokesperson, who will be allocated equal time of no more than three minutes and
no less than any other individuals speaking. Council reserves the right to limit the Public Comments to fifteen
minutes.
The Mayor will call on ;'individuals whose names appear on the Speaker Cards. Speakers will be
acknowledged by the Mayor or a Council Member and may be asked questions for clarification. If you
wish to distribute, materials to .Council, please submit ten -copies to the City Clerk: The City Council will
hear public comments only on matters over which they have jurisdiction. Council can take no action on
these items; however, the Council may refer questions to City Management for review, The Council
requests that you, focus your .comments to the issues only. No personal attacks or comments on any
individual's :integrity will be tolerated. Your assistance ,in helping to create open and civil public discussion
and your participation in community issues is appreciated.
PUBLIC °HEARING PROCEDURES
Public Hearings are specifically noticed items for discussion. Anyone wishing to speak regarding a Public
Hearing should fill ,out a Speaker Card prior to the completion of the Staff Report and give it to the City
Clerk. The order of business for Public Hearings is as follows;
1. Staff Presentation 4. Public Comments - 3 minutes per`person
2. Applicant /Appellant- 10 minutes 5. Applicant /Appellants Rebuttal - 5 minutes
3. City Council Questions /Clarifications 6. City Council Comments /Questions /Action
CONSENT CALENDAR
Consent Calendar items are typically routine in nature and are considered for approval by ,the City
Council with a single action. The City Council may remove items from the Consent 'Calendar for
discussion. Items listed on the Consent Calendar are deemed to have been read by title. If members of
the public wish to comment on Consent Calendar items, they should do so during "Public Comment."
AGENDAS
The Agenda is posted according to Government Code §54954.2. A binder containing supporting
materials is available in the City Council Chambers on the Tuesday preceding the meeting. Packet
materials are also available for public viewing at the Petaluma Regional Library, 1.00 "Fairgrounds Drive,
Petaluma; Santa Rosa Junior College Librdry; 680 Sonoma Mountain Parkway, Petaluma; Petaluma Senior
Center, 211 Novak Drive, Petaluma; and the Petaluma Community Center, 320 North McDowell
Boulevard, Petaluma.

Repealing_ Previously Adopted and Conflicting Fees and Charges for Such

B. Discussion and Possible Action on an Appeal by Delco Builders and Developer,
Inc:, iof the Site Plan and Architectural Review Committee's (SPARC) Decision to
Deny the 46 -Unit Single Family and 46 -Unit Townhouse Gatti /Stratford Place
Subdivision at 710 Sonoma Mountain Parkway. This item will be continued to a

C. Consideration and Possible Action on a Recommendation from the Planning
Commission Regarding Basin Street Properties Applications for the Southgate
Development, a 40 -acre Planned Unit Development which Proposes 216
Detached Single - Family Homes, a Park Site and a Parcel to be Retained for Future
Affordable Housing. A Stormwater Detention Facility /Linear Open Space Area
(Urban Separator) is Also Proposed Along the South Side of the Site Adjacent to
the: City limits. The project entitlements include:

A Generdl Plan Amendment to 1) apply the Urban. Diversified land use
designation, which would. allow residential densities of 5 -1.0 units per acre, or
200 -400 housing units on the project site; and 2) Remove the "Transit"
designation from the.corner of, Highway 116 and Frates Road.
• A Rezoning from the existing "Study" Zoning classification to Planned Unit
Development (PUD);
• A Vesting Tentative. Map that would divide the site into 221 single - family
parcels, one future affordable housing site and two separate open
space /park parcels.
• An abandonment of the Old. Lakeville Road right -of -way that divides the
property into two separate parcels at the western edge of the site.
