EXECUTIVE SUMMARY The Tree Pruning of the Willowglen Landscape Assessment District went out to bid at the end of January, 2004. The project includes the pruning of approximately 1000 trees. The trees to be pruned include all street trees and trees in the common landscape areas of the Willowglen Landscape Assessment District. The work will include pruning and removing of tree stakes. Four bids were received and Sonoma County. Tree Experts was tied with the second lowest bid with a total bid of $24,050.00. The lowest bidder, was rejected because of the contractors inability to implement specifications and provide a satisfactory bid bond. The second lowest bids were exactly the same. Staff recommends awarding landscape maintenance contract to Sonoma County Tree Experts because they are a local Petaluma company and have a proven record of quality work for the City of Petaluma. 2. BACKGROUND The City of Petaluma Parks' and Recreation Department began managing the landscape maintenance of the common areas in the Willowglen Landscape Assessment District approximately 2 years ago. In addition staff was involved in the landscape plan review and installation inspection of all the common landscape and street trees in the district. Even though the LAD does not take responsibility for the ' maintenance of the street trees, providing the property owners with a quality street that will be a future asset is a priority. The street trees and the trees in the common areas are a few years old and are ready to have stakes removed and structural pruning done. The Willowglen Landscape Assessment District has sufficient funding to fund the pruning project. 3. ALTERNATIVES Reject the bid and do not award the contract. 4. FINANCIAL IMPACTS Total cost of the tree pruning project will be $24,050.00. 5. CONCLUSION This project will enhance the value of the entire assessment district in addition to each residence. 6. OUTCOMES OR PERFORMANCE MEASUREMENTs THAT WILL IDENTIFY SUCCESS OR COMPLETION: Property owner and citizen feedback will identify satisfaction or dissatisfaction with .the project. Impacts on energy.consumption, air quality, water quality, economic enhancement, crime reduction, and feelings of citizen well being can be measured once street trees become large enough to affect the neighborhood environment. 7. Includes Sales Tax and installation unless otherwise noted. • I e �t,t „® • _2. 4. 5 RESOLUTION AWARDING LANDSCAPE MAINTENANCE CONTRACT TO 6 SONOMA COUNTY TREE EXPERTS FOR THE TREE PRUNING OF THE 7 WILLOWGLEN LANDSCAPE ASSESSMENT IDISTRICT 8 9 WHEREAS, bids have heretofore been invited in accordance with the law for the 10 performance of certain work for the City of Petaluma generally described as Tree Pruning of the 11 Willowglen Landscape Assessment District; and 12 13 WHEREAS, bids were received, opened, and read in accordance with the law and the 14 Director of Parks and Recreation has made his report thereon, a copy of which is attached hereto 15 and by reference incorporated herein; and 16 17 WHEREAS, the Council has thoroughly considered said report of the Director of Parks 18 and Recreation and as a result has concluded that the bid of Sonoma County Tree Experts, 9 19 Osprey Place, Petaluma, CA 94952 was the lowest responsible bid received; and 20 21 WHEREAS, the Council has thoroughly considered said report of the Director of Parks 22 and Recreation and as a result has concluded that the bid of Sonoma.
