Summary Statement
The work to be performed under this contract for Industrial Avenue and a partial section of Petaluma
Boulevard (at Stony Pt. Rd.) consists, in general, of pavement milling, repairing damaged road by
performing full -depth patching, performing edge grinding,, crack filling, applying a bonded wearing
course, replacing existing striping, thermoplastic markings and legends, lowering and raising manholes,
adjusting other utility appurtenances to .grade; providing traffic control, upgrading signals, traffic loops
and pedestrian crossing countdown heads in the project area.
The City received eight (8) bids on February 4, 2004, for this project, with the low bid being submitted
by Argonaut Constructors. of Santa.Rosa, California in the amount of $448,836.00.
Recommended' City - Council' Action /Sunested Motion
Adopt the resolution awarding the construction contract to the low bid submitted by Argonaut
Constructors, in the amount of $448,836.00, and authorize the City Manager to execute the
const ction contract.

1. EXECUTIVE SUMM'A'RY
The work to be performed under this contract for Industrial. Avenue and a partial section
of Petaluma Boulevard (at Stony Pt. Rd.) consists, in general, of pavement milling,
repairing damaged road by performing full -depth patching, performing edge grinding,
crack filling, applying a bonded wearing course, replacing: existing striping, thermoplastic
markings and legends, lowering and raising manholes, adjusting other utility
appurtenances to grade, providing - traffic - control, upgrading signals, traffic loops and
pedestrian crossing countdown'heads in the project area.
The City received eight ($) bids on February 4, 2004, for this project, with the low bid
being submitted by 'Argonaut Constructors of Santa Rosa, California in the amount of
$448,836.00.
2. BACKGROUND
This project is the third phase this calendar year. Due to the fact that pervious contract
prices came in substantially lower than anticipated, there is.,additional funding available
for this work. Industrial Avenue, located in the Petaluma Community Development area,
is in very poor condition. Public Facilities and Services believes that it should receive a
maintenance overlay before we lose the entire stretch of road. For Industrial, work
includes milling out, 4" of the outer two 12' Panes and replacing with asphalt concrete.
Next, a 5/8" thickness of bonded surface wear coat will be placed over the entire road
surface. Petaluma Boulevard will receive spot repairs to the pavement, followed by a
bonded surface wear coat..
The work covered" will include repair of approximately 27,500 square yards of poor
pavement on these streets. The 518" wear coat acts as a surface rejuvenator and wearing
surface; and is expected to last ten years to 12 years. Construction costs are expected to
be in the range of $1.50 per square foot, versus $1.75 for a 2" overlay.
In addition,. the striping on Industrial will be reconfigured to two through lanes, one turn
lane and two bike lanes. Staff believes that the bike lanes will provide a much safer
• atmosphere- for the'biking community.

3. ALTERNATIVES:

5. CONCLUSION
The City received eight (8) bids on February 4,, 2004 for this pro_ ject, ranging from a low
of $448,836.00 to a high of $594,9`12.30. The low bid was submitted by Argonaut
Constructors of :Santa Rosa, 'California for $448,836.00. Staff believes that the City
received good bids and is recommending award of the construction contract.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Following the award, the contractor will enter into an agreement with the City and submit
the required contract documents bonds and insurance. The contractor has five days after
the Notice to Proceed to start work. Construction is anticipated to start in April and be
completed in May 2004. There are 25 working days specified in this construction
contract.
7. RECOMMENDATION
Adopt the resolution. awarding the construction contract to the low bid submitted by
Argonaut Constructors, in the amount of$448,836.00, and authorize the City Manager to
execute the construction contract.

and bonds by the City Attorney.
