We arc writing today to. ask,foryour consideration regazrding.the aboye mentioned
project. The Site P1311 acrd' Architectural Review Committee has chosen to deny final
approval of the higher- dlertaity townhouse po' rtion of the project based on certain
perceived " functional problems" in particular trash pick up and storage , proximity to
west parking, crnss.site acces_S getting yard maintenance�equipment from the middle
I ) unit garage to the front- yiird.

Though, we_a a p p reciate the,SP,ARC committee`s o p inions with rc ard.to,the above

mentioned items we respectfully disagree with the committee's denial. Since the council
approved the vesting tentative map "for this project last August, we have attended three
(3) public SPARC meetings and'undertaken numerous design. changes based on their
input that feel we have addressed the above mentioned concerns. We ask for your
approval of our appeal of SPARE" s decision Erased on- thff fallowing:.
(1 Trash pick up and storage:.
• The design of this project is based on .a private alley concept. This alley concept
pt'ovides utility alleys for the location of garages and In so doing creates a more
pedestrian feel for the front of the homes. Tlieselutility alleys provide an area
where on trash,day.the containers can be placed out for pick. up without being an
eyesore to the entrance of the home. The Tentative Map was approved based on
this design concept. Sinceyour approval of the tentative map, we have added
four feet to the width .of tliese alleys at SPAR.C's dimctiou to facilitate access on
trash pick =up day.
m A storage area on, each ,lot for trash containers has been provided. (in the side yard
on end units and inside; a deepened garage on middle =touts).
® Locations for plaecment of trash containers on pick up day have been provided. It
should be .notedthat some case-, trash containers will needi.to be placed in the
small driveways but there remains adequate room for vehicle garage access.

(2) Proximity to guest parking.
® This project meets the City's requirements:for off -site guest parking,,though some
parking spaces: require more walking, to get to' than others. At SPARC's direction,
we lave added, four additional parking,placcs; two`ncar lot 57 and two near lot 82.
These additional parking places Provide unproved access to several units. We
have reserved. certain guest parking spaces for "deliveries only" to facilitate UPS,
Fedex and pizza deliveries.
(3) Cross sitc , access:
Cross site access is provided by' pedestrian trail located within the creek area
that,coiviects to the font of each of the townhomes. Placing cross,stc access in a
central location would require ;placin.g; a;path :between cownhome buildings: We
felt .this wa& an unacceptable approach because it would put pedestrian traffic in a
narrow space between buildings thus cmting�foot traffic outside of private living
sp.accs With W indows- .=4ereating a p to.loiterirrg.and hiding out of
site of law eri'foreement.
(4) Getting yard equipment from the garages to the front yard.
e We have addressed SPARC's concerns by agreeing to have the newly created
homeawner's association'!ma main the townhouse- front ,yay4. With the MA
mairitoining the front yards, very little - maintenance equipment, will'be,needed'by

provided to the ,ear.of "the meter closet. Convenient access for the HOA'
maintenance of the front yard areas is provided by the walkways in. front of the
towhhoines.

SPARC committee. Numerous;add tional minor adjustments, at.SPARC's direction,
ltavebeen made to the townhouse sitcplan-thatis before you for approval., We look
