HomeMy WebLinkAboutResolution 96-287 10/07/1996 1 3 4 5 6 7 8 9 to 12 13 14 IS 16 17 IS 19 20 21 22 23 24 25 26 27 28 29 30 31 Resolution No. 96-z87 NC.S. of the City of Petaluma, California ADOPTING THE RESTORATION DESIGN AND MANAGEMENT GUIDELINES AND APPROVING THE ADOBE CREEK RESTORATION PLAN AND MANAGEMENT PROGRAM FOR IMPLEMENTATION AS A DEMONSTRATION PROJECT WHEREAS, the Sonoma County Water Agency which is responsible for evaluating drainage channel design to meet flood control protection has established design criteria which do not provide for vegetation within flood control channels and requires periodic dredging to remove vegetation to maintain channel capacities. WHEREAS, the City of Petaluma recognizes the importance of ensuring adequate flood protection and desired to provide for enhanced wildlife habitat and maintaining natural stream corridors throughout Petaluma. WHEREAS, the City of Petaluma applied for grant funding to develop new Guidelines that would balance the needs of flood control with the goal of providing for restoration and enhancement of riparian corridors for wildlife habitat. WHEREAS, the City received grant funds from the State Department of Water Resources Urban Streams Program to develop the new Guidelines and provide for a demonstration restoration project. WHEREAS, the City entered a professional services agreement with Questa Engineering in conjunction with Waxman Enviromnental Consulting Services to prepare the new guidelines and develop a restoration plan and management program for Adobe Creek as a demonstration project. Ho ............._............._. ti.0.5. 1 WHEREAS, the new Guidelines were developed in consultation with the Sonoma County 2 Water Agency, the Department of Fish and Game, and various other agencies, 3 community interest groups and professional organizations. 4 5 WHEREAS, the "Restoration Design and Management Guidelines" define alternative 6 channel design and management methods that would enable restoration within flood 7 control channels and other tributary streams without compromising flood control 8 functions. 9 Io WHEREAS, the new Guidelines identify priority stream corridors for implementation,. I I maintenance responsibilities and management techniques for stream corridors within the 12 Petaluma River Watershed. 13 14 WHEREAS, the new Guidelines are exempt from the California Environmental Quality 15 Act under Section 15307 of the CEQA Guidelines as an action to assure the maintenance, 16 restoration, or enhancement of a natural resource. I7 IS WHEREAS, the Petaluma Marsh Enhancement Plan previously adopted by the City t 9 Council recommended restoration of Adobe Creek as a priority element. 20 21 WHEREAS, a Restoration Plan and Management Program for Adobe Creek was prepared 22 in accordance with the recommendations in the Petaluma Marsh Enhancement Plan to 23 demonstrate the new design and management methods. 24 25 WHEREAS, the environmental impacts of the Adobe Creek Restoration Project were 26 reviewed and adequately addressed through a Negative Declaration which was adopted as 27 part of the Petaluma Marsh Enhancement.
