Summary Statement:
The Police Department is requesting, street -closures for the purpose -of establishing special .event perimeters
for the annual Antique Faire. The Petaluma Downtown Association has submitted the only application for
this event. The Petaluma Downtown Association will be sponsoring food vendors; however, there will be
no alcohol vendors for this event. As a for -profit event, Council may wish not to waive City fees.

Resolution Approving Street Closures for Antique Faire for Sunday, April 25, 2004:
Fourth Street 'between " B" Street and Western Avenue; Kentucky Street between
Western Avenue and Washington Street;, and the "A" Street Parking Lot
between Fourth Street and FifthStreet.
1. ExEcunw SummARY:
The Petaluma Downtown Association, is sponsoring the annual Antique Faire on Sunday, April 25,
2004. The Petaluma Downtown Association will be sponsoring food. vendors; however, there will be no
alcohol vendors for this event. The Petaluma Downtown Association has limited the area of the Antique
Faire to include only the listed street closures. Water Street and Western Avenue will remain open this
year as opposed to years past. -
The Police Department ,is requesting' street closures for the purpose of establishing special event
perimeters for this event. Street closures will be as follows for Sunday, April 25' 2004. Antique Faire:
Fourth Street between "B" Street and Western Avenue; Kentucky Street between Western Avenue and
-Washington Street; and. the "A'' Street. Parking Lot between Fourth and Fifth Street. The Chief of Police
recommends Western Avenue -.remain open to vehicular trafFic:,and barricades be placed on Kentucky
Street at Western Avenue to assist with crowd control. This recommendation is due to concerns from
local businesses regarding lost revenue when Western Avenue is closed.
The Petaluma Downtown Association will be required to monitor the event and ensure that vendors
without permits or permission be asked to leave. The Police Department can assist in this activity if
needed. The Petaluma Downtown Association will allow for a loading and unloading area within the
event perimeter to prevent vendors from blocking traffic on Western Avenue, .Washington Street, or "B"
Street. Finally, the Petaluma'Downtown Association should provide the Police Department information
regarding the location of the event organizers or monitors during the event. If problems occur during
the event, the Police Department may need to quickly contact event representatives.
The Petaluma Downtown Association has submitted a copy of its umbrella Insurance Police that is valid .
for all of its: events (Attachment Q.
Total cost to the City of Petaluma is estimated to be $1,303.80. This cost is to pay the salaryand
benefits for a Sergeant, Police Officer, Community Service Officer to complete the towing and a Public
Facilities employee to create, and post the""No Parking" signage. It is recommended the Council adopt,
the resolution approving the street closures, but not waive fees due to the nature of the event.
2. BACKGRouw
• The Annual Antique Faire on Sunday is from 8:00 a.m. until 4:00 p.m. This one -day event brings
thousands of people into the downtown area. In previous years, the Police Department has helped
facilitate this event by providing street closures, traffic direction, and crowd control. Unauthorized
vendors have caused safety problems and have interfered with the event in the past years.

WHEREAS, the Petaluma- Downtown Associationwill conduct the annual `Antique.Faire,
and has coordinated the details of the event on April 25, 2004 with. -the'. Petaluma .Police
Department;, and
WHEREAS, the Petaluma Downtown Association will be the authorized sponsor of the
special events including the authorization of street vendors within;the special event perimeter.
NOW, 'THEREFORE, BE IT RESOLVED' that the Police Department is. authorized to
close certain downtown streets, between the hours of 3:00 a.m. to 7:00 p.m. on Sunday April,25,
2004, for the .purpose of conducting an Antique Faire within the area identified on the. attached'

The special event permittee/sponsor of event (hereafter called "Permittee") agrees to
reimburse the City of Petaluma -(hereafter called '"City") for all losses incurred by it in repairing
or replacing damage to City property proximately caused by the* Permittee', its officers,
employees, agents (including special event monitors), or any other person attending or joining
the special event who was, or reasonably -should have been, under. the Permittee's control.
Persons who merely attend or join in a parade or other special event are not considered by that
reason alone to be `under the control.' of the Permittee.

Services rendered pursuant to this agreement represent an estimate of need and are based upon
past experience for similar events. The Petaluma Police Department shall. endeavor to mitigate costs to
event organizer by sending assigned security. personnel home early should circumstances .and,- events
dictate less secuiity requirements. Conversely, the: Petaluma, Police Department reserves the authority to
add additional security personnel should circumstances dictate such need.

A. General Conditions:

in the'event shall; cross crosswalks in units of ten or less and shall allow vehicles to pass
between each unit.

2.) The PDA will.prov de a representative .to ensure the'.orderly set-up
of vendors.
3.),Police_may allow, vendors early entry into_street.closure areas .once
the .area is ,clear of vehicles. In this -case, the Police representative
will contact the EDA;representatiye and authorize the early entry.
