The Petaluma Downtown Association has submitted the only application for this event. The Petaluma Downtown Association will be sponsoring food vendors; however, there will be no alcohol vendors for this event. As a for -profit event, Council may wish not to waive City fees. ExEcunw SummARY: The Petaluma Downtown Association, is sponsoring the annual Antique Faire on Sunday, April 25, 2004. The Petaluma Downtown Association will be sponsoring food. vendors; however, there will be no alcohol vendors for this event. The Petaluma Downtown Association has limited the area of the Antique Faire to include only the listed street closures. Water Street and Western Avenue will remain open this year as opposed to years past. - The Police Department ,is requesting' street closures for the purpose of establishing special event perimeters for this event. Street closures will be as follows for Sunday, April 25' 2004. Antique Faire: Fourth Street between "B" Street and Western Avenue; Kentucky Street between Western Avenue and -Washington Street; and. the "A'' Street. Parking Lot between Fourth and Fifth Street. The Chief of Police recommends Western Avenue -.remain open to vehicular trafFic:,and barricades be placed on Kentucky Street at Western Avenue to assist with crowd control. This recommendation is due to concerns from local businesses regarding lost revenue when Western Avenue is closed. The Petaluma Downtown Association will be required to monitor the event and ensure that vendors without permits or permission be asked to leave. The Police Department can assist in this activity if needed. The Petaluma Downtown Association will allow for a loading and unloading area within the event perimeter to prevent vendors from blocking traffic on Western Avenue, .Washington Street, or "B" Street. Finally, the Petaluma'Downtown Association should provide the Police Department information regarding the location of the event organizers or monitors during the event. If problems occur during the event, the Police Department may need to quickly contact event representatives. The Petaluma Downtown Association has submitted a copy of its umbrella Insurance Police that is valid . for all of its: events (Attachment Q. Total cost to the City of Petaluma is estimated to be $1,303.80. This cost is to pay the salaryand benefits for a Sergeant, Police Officer, Community Service Officer to complete the towing and a Public Facilities employee to create, and post the""No Parking" signage. It is recommended the Council adopt, the resolution approving the street closures, but not waive fees due to the nature of the event. 2. BACKGRouw • The Annual Antique Faire on Sunday is from 8:00 a.m. until 4:00 p.m. This one -day event brings thousands of people into the downtown area. In previous years, the Police Department has helped facilitate this event by providing street closures, traffic direction, and crowd control.
