Summary Statement
Stratford Place Subdivision is a 92 =lot subdivision on Sonoma Mountain Parkway near Casella Way and
Yorkshire Road. The subdivision received tentative map approval on August 4, 2003. The final map and
improvement, plans were submitted to the Community Development .Department and at least two reviews
have. been completed. The developer is requesting permission to commence grading activity on the
subdivision site prior to final map approval.

RESOLUTION AUTHORIZING THE DEVELOPER, MARDELL, LLC, TO COMMENCE GRADING
ACTIVITY PRIOR TO FINAL MAP APPROVAL ON TIDE SITE OF STRATFORD PLACE SUBDIVISION
LOCATED ON SONOMA MOUNTAIN PARKWAY NEAR CASELLA WAY AND YORKSHIRE ROAD
EXECUTIVE SUMMARY Stratford Place is a 92 -lot subdivision on Sonoma Mountain Parkway near
Casella Way and Yorkshire Road, The Subdivision received tentative map approval on August 4, 2003.
The final map and improvement plans were submitted to the Community Development Department and
at least two reviews have been completed. The developer is .requesting permission to commence grading
activity on the subdivision site prior to final-map approval.
.2. BACKGROUND The developer, Mardell, LLC, is requesting permission to commence grading activity on
the subdivision site prior to final map approval. The final map and. improvement plans are currently
under review by the Community Development Department.
According to section 20.36.010 of the Petaluma Municipal Code, no permanent improvement work shall
be commenced until improvement plans and profiles have been approved by City Engineer and a
subdivision improvement contract. has been executed in writing between the subdivider and the City.
Grading is not considered a permanent improvement as defined in this section.
The City does require the developer to enter into a grading agreement and provide a surety to secure the
performance of the grading work.
If the subdivider fails to secure final map approval, or the project is abandoned after the grading is
complete, the subdivider agrees to restore the area graded to its prior condition as stated in the grading
agreement.
3. ALTERNATIVES Deny permission to grade the subdivision site prior to final map approval. A denial will
delay the grading activity and push the schedule-later into the construction season.
4. FINANCIAL IMPACTS N/A
5. CONCLUSION The Community Development Department takes no exception to the request for grading
prior to final map approval.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:

7. RECOMMENDATION The, Community Development Department recommends approval of the resolution
authorizing 7the developer, Mardell, LLC, to commence grading activities on the Stratford Place
Subdivision site prior to'final!map approval. Approval shall be subject to conditions of said resolution
and securing the standard grading agreement.

7 WHEREAS, the developer, Mardell, LLC, has requested permission to, grade the
8 Stratford Place Subdivision on Sonoma Mountain Parkway at Casella Way'and Yorkshire
9 Road prior to final map approval; and,

11 WHEREAS, the developer agrees to comply with the City Grading and Erosion Control
12 Ordinance No. 1576 NCS; and,
13
14 WHEREAS, the developer agrees to comply with the Regional Water Quality Control
15 Board's policies, file a Notice of Intent and prepare a Storm Water Pollution Prevention
16 Plan; and,

18 WHEREAS, the developer agrees to enter into a grading agreement and provide surety to
19 secure the performance of the grading work; and,

21 WHEREAS, the developer shall obtain a grading permit from the Community
22 Development Department,

24 NOW, THEREFORE, be it resolved by the Council of the City of Petaluma that
25 authorization to grade Stratford Place Subdivision prior to final map approval is
26 approved.

This letter is to request grading prior to. Final Map approval for the Stratford Place / Gatti Nursery Subdivision. The
applicant would like to begin rough;grading operations on April 15, 2004. It is assumed that the Improvement Plans will
not be approved and signed off by this date, therefore this request is,being made.
