HomeMy WebLinkAboutAgenda Attch1 04/19/2004APR 19 2604 MAYORS AND COUNCILMEMBERS ASSOCIATION OF SONOMA COUNTY -( MCASC) PROPOSAL FOR A LEGISLATIVE COMMITTEE March, 2004 Purpose To enhance the effectiveness of Sonoma County cities in supporting the adoption of legislation favorable to the cities and in opposing legislation detrimental to the cities. Guiding Principles MCASC and the legislative committee will take positions only on matters of benefit to all MCASC members and only when the position is supported by all MCASC members Membership One Councilmember from each city. One -year term. One of the Councilmembers will be selected by the committee as Chair for the year. Staff League of Cities Grassroots Network Field Representative Three city managers or members of city manager staffs, Meeting schedule Regular monthly meetings. Reports Present written reports and oral summaries at each MCASC meeting on the status of bills on which MCASC has taken a position Provide copies to all cities of every letter to legislators or the governor supporting or opposing pending legislation Basic Tasks 1 Prepare annually for approval by the full MSASC a list of policy matters on which the committee is authorized to take positions without requiring approval by the full MCASC MCASC Legislative Committee March, 2004 Page 2 2. Recommend to MCASC osition p son bills which are not covered . by the blanket authorization described in Task 1. 3. Prepare for signature by the Chairperson of MCASC letters to legislators, the' governor or other appropriate officials supporting, opposing or commenting on pending legislation. 4. Report regularly on the status of all bills on which MCASC has taken a position. 5: Coordinate and attend meetings with legislators representing the cities of Sonoma County to explain the MCASC positions on issues, to seek legislators' support for the MCSAC position, and to develop an effective ongoing relationship with legislators. 6. Provide liaison with elected officials of other local governments in Sonoma County when appropriate to further the legislative objectives of MCASC.
