On March 23, 2004, three bids were received; the low bidder was Giusti Ranch of Forestville. The company awarded the two -year bid will work with the Fire Marshal's office as their official agent and perform abatement functions on behalf of!the: city when property owners fail to have their parcels cleared of the fire, hazard. by their own means.. The -most effective abatement practice is disking. Mowing, hand (weed wacking) and blade work are alternatives when areas such as the size of the parcel, terrain, obstacles or environmental concerns (by creek beds etc.) are not practical. 2. BACKGROUND The weed abatement program has been with the fire department;; for over 19 years. Since 1996, the Fire Marshal's office has been streamlining the process. Guidelines require property owners to make arrangements to abate their parcels the'inselves - the City will only take action if a property owner fails to clear their property(s). To date, this process has reduced the number of hours the fire department spends managing the program. • 3. ALTERNATIVES There are no other alternatives. Failure to have a weed contractor working for the City will cripple the abatement process and create a potential' for increased fire danger in the City. 4. FINANCIAL IMPACTS Funds budgeted for the to perform weed abatement are split between two fiscal years; May /June ($18,500) and July /August. ($ 18,500). Based- on the Low Bid Analysis and given an average of the parcels requiring abatement; the cost for the contractor will range between $26,000 to $30,000. All monies expended for the contractor are recovered through billing the property owners for services performed. In addition, a $100.00 per parcel administrative fee is added onto the abatement invoice to coyer,the cost of the abatement inspector(75.hrs @ $1650), program management (15 hrs @ $750) and secretarial support (95 hrs @ $1,740). 5. CONCLUSION Utilization of a weed abatement contractor to perform weed abatement duties is the optimum method for forced abatement of property deemed to be a fire hazard. The use of the contractor is only the last resort if property owners fail to clear their properties. A two -year contract provides consistency and coordination .between the Fire Marshal's office and the Contractor. 6.
