Summary Statement
Several development applications have been or will soon be proposed in the Highway 101 corridor in the
vicinity of Rainier Avenue. Each. may have an impact on the feasibility of achieving a cross -town
connector /interchange. In an effort to give direction to developers, the City ; Manager and staff are
requesting that the discussion of the cross -town connector /interchange and the local roadway alignment
options be scheduled for a public.hearing on May 3, 2004.
Preliminary analysis by the consultant teams have identified three local alignments for improvements
associated with extending Rainier Avenue westerly from McDowell Boulevard North to Petaluma
Boulevard North:
• 1. Rainier North, (original. Plan Line)
• 2., Rainier Village Drive (with local_ connection road)
® 3. Rainier South (major roadwaywith Shasta,connection)
Following the approval of the original Rainier Avenue, extension ;project, in 1994, the City adopted a
Precise Plan Line (bctober 1995) to identify the area needed. to be. set aside, as development occurs, for the
future alignment of the planned roadway. As projects continue to be proposed for entitlement or submitted
for preliminary review (i.e. factory outlet expansion, Lands of Johnson at north end of Graylawn Avenue,
Lands of Johnson located on the east side of Petaluma River — north of Lynch Creek, DSL project on
McDowell Blvd. North at Rainier Petaluma Boulevard North projects) there remains the issue of where the
road will align, assuming that Rainier. remains in the General Plan as a future roadway need.
Recommended. City Council Action /Suggested Motion
Set a Public Hearing. for May 3, 2004 at 7 PM for the consideration of a specific local alignment for Rainier
in the analysis of alternative mobility improvements in the identification of a Preferred Plan.

LOCAL ROADWAY ALIGNMENT OPTIONS FOR
INCLUSION IN'THE GENERAL - PLAN -2004 -2025 PREFERRED PLAN
1. EXECUTIVE SUMMARY
Several development applications have been -or will soon, be proposed in the Highway 101 corridor in
the vicinity of Rainier Avenue. Each may have an impact on the feasibility of achieving a cross -town
connector /interchange. In an effort to give direction to developers, the City Manager and staff are
requesting that the discusson of the cross-town connector /interchange and the local roadway alignment
options be scheduled for a public hearing on May 3, 2004.
Preliminary analysis by the consultant teams have identified three local alignments for improvements
associated with extending Rainier Avenue westerly from McDowell. Boulevard. North to Petaluma
Boulevard North:
• 1. Rainier North (original Plan Line)
• 2. Rainier Village Drive (with local connection road)
• 3. Rainier South (major roadway with Shasta connection)
Following the approval of the original Rainier Avenue extension,project, in 1994, the City adopted a
Precise Plan Line (October 1995) to identify the area needed to bez set aside, as development occurs, for
the future alignment of the planned roadway. As projects continue to be proposed. for entitlement or
submitted for preliminary review (Le. factory outlet expansion, Lands of Johnson at north end of
Graylawn Avenue, Lands of Johnson located on the east side of Petaluma River— north of Lynch Creek,
DSL project on McDowell Blvd. North at. Rainier, Petaluma Boulevard North projects) there remains the
issue of where the road will align, assuming,that Rainier remains in the General Plan as a future roadway
need.
Although the project was eventually removed from the approved ;list of Capital Improvement Projects,
the .Plan Line remained 'as an adopted Council decision. Should an alignment be desired, other than
within the adopted Plan Line area, an amendment to the Plan Line will - be necessary.
The General Plan. 20.04 -2025 Land Use and Mobility Alternatives Report provides for community
consideration of Rainier as a mobility improvement as follows:
• Alt: A: Rainier Avenue cross -town connection and full Highway 101 Interchange
• Alt. B: Rainier Avenue cross -town connection.
• Alt. C: RainierAyenue cross -town connection.
Having Rainier Avenue as a cross -town connection in all three Land Use: and Mobility Alternatives does
is not preclude a decision to not include the roadway improvements or to direct the inclusion of any other
alternative roadway alignment within the Preferred Plan. The Preferred Plan, to be utilized as a
foundation document for the, new General Plan, will include those components of the three Alternatives
that are selected by the .City Council, as well as other specific direction °not yet addressed within an
Alternative.
2. BACKGROUND
In the mid 1960's, shortly ,after the building of Highway 101, a connection between, Rainier Avenue a

McDowell Boulevard North, and Rainier (.with a .Highway interchange) was included in the City'
General Plan. In 1994 the City Council approved a project design alternative for Rainier Extension,
including an overpass structure with an elevated structure over the railroad and River. Subsequently in
1999, the City Council deleted the project from the Capital Improvement, Project List and suspended
funding for- the preliminary design work.
General. Plan 2004 =2025 community visioning workshops* on mobility "refleeted the continued divided
opinions on desired long -term roadway and pathway improvement needs. The :General Plan preparation
process included ;the: development of three land use alternatives, and the accompanying roadway and
other mobility improvements. The completed traffic modeling work provides information on potential
measures Of effectiveness by comparing° the ' cross -town connector scenarios; including: travel time,
travel distance, volume lo- capacity; and, qualitative bicycle and pedestrian analysis.
The very limited grid connections between east ,and west, for all modes of transportation, create -burdens
on the existing network that exceed their design capacity. Over the last 20 years, the increase of traffic
volume has seen the lengthening of the peak hour impacts. Thus, what used to be traffic congestion for
I hour- twice a day now extends for 3+ hours for a PM peak period. .Due to locations of schools,
playfields, shopping opportunities and freeway access; all of which. center around East Washington
Street, creates the 'reality that we exceed the design capacity of several roadways during those peak
periods. At other times of the day, we often enjoy the "10- minute town" travel experience. With
growth we will continue to utilize the existing and new streets during the peak hour, experiencing
congestion n at certain tirne of the day. The Council and community has, in the past, indicated their lacy
of willin g ess to design and build roadways -to handle the peak load, deciding instead to accept.

achieved in a number of ways, including:
• Widen theistreets'to be adequate to handle,peak design capacity:
• Provide alternative routes so that the volume is spread over multiple streets
• Provide attractive .alternative modes of transportation (free transit, connecting bike and
pedestrian pathways).
3. ALTERNATIVES
A. Set a Public Hearing date of May '3, 2004, for the discussion and determination of the., Cross -
Town Cohnection/Highway 101 Interchange local roadway alignment options for inclusion in
the General Plan 2004 -2025 Preferred-Plan
B. Set a specific date for the holding of a'Public Hearing for the discussion and determination of the
Cross -Town Connections Highway 101 Interchange alignment options.
C. Decline to set a hearing.
4. FINANCIAL.IMPAGTS
Dependent upon City Council direction, •to be determined.
5. CONCLUSION
Holding a public hearing, on the issue, and subsequently providing specific :direction on, the preferred
alignment will allow the; Manager and staff to provide direction to pending development proposals
as to preservation of anticipated right- of-way need's and to. require mitigation measures for participating
in the fiscal impacts for projected improvements.

9 BE IT ORDAINED by the City Council of the City of Petaluma as follows:
10 Section 1. That the City Council finds that the Planning, 'Commission after holding
r1 public hearing pursuant to Chapter 13.20.070 of the Municipal Code, filed with the City
12 Council on the 25th day of July, 1995, its reports and affirmative recommendation relative to
13 the establishment of precise "plan line for the. Rainier Cross Town Connector and Interchange,
and that said recommended _precise plan line is further designated and shown on that certain
description (metes and bounds description is available in the office of the City Clerk).
16 Section 2. The City Council finds that the notice of public hearing required to be held
17 by the City Council upon receipt of the Planning Commission report and recommendation and
is as set forth in Resolution No. 95 -229 NCS duly adopted by this Council on August 21, 1995,
19 was given in the manner, for the period and in the form required by Chapter 13.20.090 of the
1 0 . Municipal Code.
21 Section 3. The City Council further finds that, after public hearing on September 18,
1995, no protests or objections to said proposed precise plan lines which could be sustained
23 were received: and that changes and modifications were made to said proposed precise plan
line and that the public. safety, comfort, convenience, interest and welfare required by the
adoption of the recommended precise plan lines hereinbefore described, and that the

I recommendation of the Planning Commission is consistent with the purposes of Chapter 13.20
2 of the Municipal 'Code.
3 Section 4. If any section, subsection,, sentence, clause or phrase or word of this
4 ordinance is for any reason held to be unconstitutional by a court of competent jurisdiction;
5 such decision shall not affect the validity of the remaining portions of this ordinance. The City
6 Council of the City of Petaluma hereby declares that: it would have passed and adopted this
7 ordinance and each and all provisions thereof irrespective of the fact that any one or more of
s said provisions'be declared unconstitutional..
9 Section 5. The City Clerk i8 hereby directed' to publish this ordinance for the period
10 and, in the manner required by the City Charter.
