The Report is intended to stimulate discussions by the community and the Council to lead toward the identification of a preferred "Alternative ". The preferred alternative, in all probability, will be a compilation of portions of the three alternatives blended and /or amended through the public input process. Following the Council presentation on January 5 four initial workshops were hosted by the various appointed Commissions and Committees to begin the public discussion of the Alternatives. In addition, two public workshops were hosted to introduce the Alternatives Report and begin the discussion on the options provided within the Report and identification of issues and questions to be resolved through the public discussion process. Draft minutes of the Recreation, Music and Parks Commission initial workshop (March 17"'), and the Planning .Commission first workshop ( 23 are attached. Comments from the two public, workshops are attached (responses to questions and comments are now being prepared). We expect to generate additional Position Papers from the public workshop comments. Minutes from the Airport Commission and Pedestrian, Bicycle Advisory Committee are still being prepared (due to a newspaper report that the PBAC meeting was the "last chance" to discuss the Report, a number of citizens attended. and participated in the discussion). The response report, to public comments, will be distributed to all workshop attendees, appointed and elected officials as the public discussion continues. Additional workshops are scheduled with the Recreation, Music & Parks Commission (April 21 and the Planning Commission (now being_calendared) General Plan team members are preparing `position papers' on a variety of topics that have been the focus of public and workshop continents (see attached Index and sample draft position paper). As the primary body to provide land use recommendations to the City Council, the position papers will be presented to the Planning Commission for 'discussion, prior to being brought forward to the Council with a recommendation. Direction provided on these topic papers, and additional comments from the Council, will be used for identification of the. Preferred Plan, which will then be the foundation of the new General Plan, with preparation of goals, objectives, and policies to guide its implementation. The City Council is requested to review the index of position papers and offer continents on its completeness, providing additional topics. and/or neighborhood - s .to be, specifically addressed. BACKGROUND The Alternatives Report is written. to bring a new citizen up to date on the General Plan background (pages &10), historical growth patterns, and at the, same time, :allow citizens and City officials with General Plan experience to pick up where the Existing Conditions, Opportunities & Challenges Report concluded. The Report identifies key planning issues....(pages 2 through 4) to be confronted, discussed, weighed, and decided upon for selection of a preferred Alternative. The Report updates the reader with approved development projects approved and underway since the initial 2001 land use inventory (folded exhibit). The Report preserves a large portion of the City as a "built" environment, focusing primarily on those parcels with development or redevelopment:'potential: The Report then provides a comparative analysis of the three alternatives (Section 4, pages 20 -23). The topic specific analysis (Transportation, Surface Water, and Fiscal Analysis are presented in , the Appendix document (insert in back folder). The Report is not 'intended to offer A, B, or C as individual candidates to be the "preferred" alternative. but to allow consideration of various. facts and. points of analysis undertaken on the three alternatives for the purpose of comparison and discussion. It is important to recognize that each of th& three alternatives are presented with land use and mobility alternatives, which should be considered separately on their own merits. The transportation plan determined for the "preferred alternative" will reflect the direction given by the Council following this General Plan alternatives analysis process and' conclusion of the parallel analysis being undertaken through the Cross -Town Connection Enhancement Opportunities Preliminary Analysis Report. 3. ALTERNATIVES Not applicable at this time.. 4. FINANCIAL IMPACTS . 'The General Plan. has an approved budget. Budget expenditures for profess' rofessional contract services (excluding the Water Resources Element and Master Plans) over a 3 -year work effort, begun in the 2000 -,01 'budget year, are not -to- exceed $1,356,000: Preparation. of "the; Water Resources Element, by Black &Veatch, including the" completion of the ihree Master Plans (Water Supply, Recycled Water, and Surface Water Management) is funded in the amount of $1,549;184 through allocations from the water and sewer enterprise funds. 5. CONCLUSION The.. community outreach and visioning process was the first step, of many, Ad involve the citizens in the General Plan 2004 -2025 preparation process. The distribution of the Existing Conditions; Opportunities and Challenges Report, primarily through the wide spread sharing of the information in the Executive Summary document to the public through workshops conducted in November 2002 - January 2003, comments, were summarized to aid in the preparation of'the Alternatives. The Alternatives were prepared ,reflecting comments from:. the public, the consultant teams, and the 'in -house team members. The Alternatives Report, now being presented to the Council will allow the community to weigh the various topics discussed within, the Report (land use designations, . density options, transportation/mbbility enhancements, potential. surface water impacts, fiscal results, etc.). Once the Council has provided direction for the preparation of the preferred Alternative, work will be. finalized on the Draft General Plan. The Draft General 'Plan will include preferred goals, policies and implementation strategies. A Draft Environmental Impact Report (EM) will be .prepared concurrently with the General Plan to allow evaluation of the environmental effects of implementing the various programs included in the Plan. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL 1bENTIFV' SUCCESS`.OR COMPLETION: The various topics and neighbor -hood issues will be discussed at the Planning.. Commission level, with recommendations returned to the Council for deliberation and direction. The Draft General Plan and Draft EIR,will be prepared from the foundation of the identified Preferred Plan. 1 Aam r 7. RECOMMENDATION No action is requested at this time. The Council is invited to provide input on the list of Position Papers to be prepared as the Alternatives Report is being considered by the public and the Planning Commission.
