CITY OF PETALUMA
INFORMATION SYSTEMS ANALYST
SUMMARY
Under direction of the Information Services Director, provides technical management and support
of City computer and telecommunication systems; provides consultation to departments to
identify informatiommanagement and telecommunication needs; and, researches and recommends
standards and procedures for applying computer technology within the organizational and fiscal
realities of the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties maybe
assigned.
Evaluate user's requests for new or modified computer programs to determine feasibility, costs
and time required, compatibility with curcent system, and computer capabilities, and perform or
oversee any enhancements or modifications.
Plan, design and implement complex interdepartmental information systems; plan and design
computer systems to provide maximum usage and optimum performance within given resources.
Consult with users to identify current operating procedures and clarify program objectives.
Meet with department directors and their representatives to determine information management
needs in order to develop and design computer system requirements.
Read manuals, periodicals, and technical reports to learn ways to develop programs that meet user
requirements, and to stay abreast of curcent technology concerning telecommunication and
information systems.
Prepare and recommend standards for the procurement, installation and use of computer and
telecommunications systems..
Analyze and evaluate vendor supplied software and hardware products in accordance with City
requirements and specifications; recommeid new or replacement products as appropriate; assist in
or coordinate the acquisition, installation and application of vendor products; assist in the
evaluation and monitoring of hardware and software support contracts.
Monitor the status and usage of existing computing resources in order to make recommendations
for appropriate or necessary hardware or software upgrades.
Install, monitor, modify, and maintain system hardware and software.

Resolve daily operational and technical problems, with City computers. and telecommunication
systems; identify system problems and develop and implement appropriate solutions.
Schedule and perform regular :maintenance functions on software and hardware to assure,
maximum perfotmance and teliability.
Implement, evaluate, monitor, and, maintain appropriate. security procedures in order to protect
the integrity and confidentiality of City systems.
Plan, test, `and implement programs to .ensure system recovery should a system suffer a serious
failure;. respond from remote locations via,modem or in person when system failures or problems
require it.
Establish and maintain effective working relationships with those contacted in the course of work.

EDUCATION and EXPERIENCE
Bachelors degree (BA) from fouryear college'or university in computer science or a related field
and two'to' three- years experience in a computer environment similar to that used by 'the City,
including mini and personal computers, and network system; or equivalent combination of
education•and experience.
REASONING-ABILITIES
Ability to define problems, collect data, establish facts,. and'. draw valid conclusions; identify,
analyze; evaluate, diagnose and solve complex system problems.
Ability to interpret an extensive variety of technical. instmctions; and deal with abstract and
concrete variables; think logically and irrabstract-terms.,
Ability to analyze multiple situafions quickly and objectively to determine the proper course of
action.
LANGUAGE SKILLS
Ability to read;.analyze, and interpret technical journals, technical documentation, financial reports
and legal documents. Abilityto respond to inquiries$om users. Ability to write clear and concise
documentation-and reports that conform to a prescribed style and format. Ability to effectively
present information to top management and end users. Ability to explain technical concepts in
non-technical terminology, prepare technical and end user documentation of policies and

operating procedures, and train others in the use of computer and telecommunication systems.
Ability to obtain information through questioning.
CERTIFICATE, LICENSES; REGISTRATInN5
Must possess a valid California Driver's License and have a satisfactory driving record. Must
be able to complete a detailed background investigation.
PHYSICAL DEMANDS
On a continuos basis; sit at a desk for long periods of time; intermittently stand, bend, squat,
climb, kneel, and twist while working on computer equipment, peripherals, and other ancillary
equipment; intermittently twist to reach+equipment surrounding desk; perform simple grasping and
fine manipulation; use various hand;tools and testingequipment.in repair, adjustment, or problem
identification of computers and related equipment; use telephone; write or use a keyboard to
communicate through written means; and lift or catry'weigfit of50 pounds or less.
WORK ENVIIiONMENT
Evening and weekend hours aze required.
While performing the duties ofthis job, the employee occasionallyworks near moving mechanical
parts.
The noise level in the work environment is usually moderate.
