Summary Statement
The City received three (3) bids for the East Washington, Street Sanitary Sewer Main Replacement Project
ranging from $23,850 to $43,134 on April 13, 2004. The project involves replacing approximately 70 feet
of deteriorated sanitary sewer pipe to prevent it from failure and causing disruption of service.

CONSTRUCTION, INC
FOR
CONSTRUCTION OF THE EAST WASHINGTON STREET SANITARY SEWER MAIN
REPLACEMENT PROJECT
1. EXECUTIVE SUMMARY
The City received three (3) bids for the East Washington Street Sanitary Sewer Main Project
ranging from $23,850 to $43,143 on April 13, 2004. The project involves replacing
approximately 70 feet of deteriorated sanitary sewer pipe to prevent it from failure and causing
disruption of service.
City Management recommends that the City Council adopt the resolution awarding the contract
to the low bidder, Ashlin Pacific Construction, Inc., for $23,850. The work is scheduled to begin
in early June 2004 and is expected to be completed by mid -June 2004.
2. BACKGROUND
To maintain and improve the condition of the City's sanitary sewer system, the Department of
Water Resources & Conservation periodically replaces deteriorated sewer mains throughout the
City. The East Washington Street Sanitary ,Sewer Main Replacement Project involves replacing
approximately 70 feet of a deteriorated 8 -inch sewer in at 2 East Washington Street to prevent
it from failure and causing disruption of service to the Golden Eagle Shopping Center (see
Exhibit A for location map). During routine cleaning, the City's maintenance crew found breaks
in this sewer main. Gravel :got into the main and caused sewer back -up. This short section of
sewer, main needs to be replaced now to prevent any further maintenance.issues from occurring.
The Department prepared the plans and specifications ;for this project: The Notice Inviting Bids
was issued on March 24,.2004, Bids were received and. opened on April 13, 2004. The
following is a sumrnary,ofthe bids received:

The Engineer's cost estimate for construction was $22,000.

With a bid of $23,8`50, the apparent low bidder is Ashlin Pacific Construction, Inc. This bid
amount is close to the Engineer's construction cost estimate of $22,000. Ashlin Pacific
Construction, Inc. recently constructed three similar underground utility projects for Valley of
the Moon Water District in 2003 and successfully completed the 2002 Water Main Replacement
Project for the City of Petaluma. When contacted by the Department of Water Resources and
Conservation, the agency gave an acceptable review of 'Ashlin Pacific Contruction's work. Staff
verified Ashlin Pacific Construction possesses a valid Class A California Contractor's license,
license number 634959, expiration date March 31, 2006, that qualifies Ashlin Pacific
Construction to perform the project.
ALTERNATIVES
1. Award the contract to the low bidder.
2. Reject all bids and re- advertise.
3. Take no action.
4. FINANCIAL IMPACTS
The following is the breakdown of the estimated costs:

The estimated total cost, including planning; design, construction, inspection, administration,
testing and project contingency is $34;850. ''The project will be funded by the Sewer Funds in the
amount of $34,850.
5. CONCLUSION
Following the award, the .contractor will enter a contract with the City and submit the required
contract documents, bonds, and insurance.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY
SUCCESS OR COMPLETION:
Completion of the construction.

WHEREAS, the East Washington Sanitary Sewer Main Replacement Project is needed to
prevent it from failure and causing disruption of service;
WHEREAS, in accordance with the City of Petaluma Charter and .Municpal Code, California
Public Contract Code Section 20.162 and other applicable law, the City of Petaluma solicicted
bids for the Project; and
WHEREAS, the engineer's estimate for the Project was $22,000; and
18 WHEREAS, 'three (3) bids for the Project were received on April 13, 2004, and opened in
19 accordance with California Public Contract Code zSection. 4105.5 and other applicable law; and

21 WHEREAS, the apparent low bid for the Project was submitted by Ashlin Pacific Construction,
22 Inc. in the amount of $23 and

24 WHEREAS; the City staff has verified that Ashlin Pacific Construction, Inc. possesses a valid
25 California Contractor's license class A, license number 63'4959, expiration date March 31, 2006,
26 that qualifies Ashlin Pacific, Construction, Inc. to perform-the Project and

28 NOW BE IT RESOLVED by theTetaluma City Council that

2. The contract is hereby awarded to Ashlin Pacific Construction, Inc., 1390 McDowell
Boulevard North, Petaluma, CA 94955, the low.bidder, in the amount of $23,850.

1 BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
2 contract with Ashlin Pacific Construction, Inc. subject to the review and approval of all contract
3 documents, insurance certificates and_ bonds by the City Attorney.
