Reviewed v Finance Director: Review .gA te Approved bYX-itV Manager: Date: Date TodayYDate: Revision # and Date Revised: File Code- 4 CITY OF' PETALUMA, CALIFORNIA MAY 03, 2004 AGENDA REPORT FOR, Resolution Authorizing the Police Department to Accept a Traffic Safety Grant From the California Office of Traffic Safety for a Seat Belt Compliance Campaign. in the amount of $34,874.00 EXECUTIVE SUMMARY The Police Department. has applied for and received an extension for a Seatbelt Enforcement Compliance Campaign from the California Office of`Traffic Safety (OTS) in the amount of $34 The grant requires no matching funds. The grant funds will' be used to increase awareness and compliance of the proper use of safety restraint systems in vehicles. The grant will further attempt to educate the community on the dangers of failure to utilize or properly utilize the restraint systems required. The enforcement activity will also focus on the use and education of the proper restraints for juvenile occupants. 2. BACKGROUND The California Office of Traffic Safety has joined .forces with the National Highway Traffic Safety Administration to create the California Seat Belt Compliance Campaign. The goal of this campaign is to increase seat belt use to 94 % by June of2004.• `Through the combined efforts of state and local law enforcement, a seat belt enforcement campaign will be conducted during one fourteen (14) day period in May of 2004 and two seven (4day seat belt enforcement periods will be conducted in August and September 2004. These campaigns 'are in support of the Ruckle -Up America/Operation.ABC National Mobilizations. The funds provided by'this grant will allow an increased level of enforcement by officers on an overtime basis. Statewide seat belt use:rates to date for 2003 are 91.2 %. Again this campaign is an effort to increase the awareness. of the proper use of and gain compliance for the wearing of Seat Belts by all occupants in a vehicle. 3. ALTERNATIVES A. Accept the grant funds B. Decline grant funding C. Decline grant funding and decrease efforts with regard to traffic safety to previous levels. 4. FINANCIAL IMPACTS The4otal project cost of $34 will be funded from the .California Office of Traffic Safety grant. CONCLUSION The use of California Office of Traffic Safety money to fond this California Seat Belt Compliance Campaign is appropriate. Using funds in this manner will enable an improved level of traffic safety to the City of Petaluma and the use of seat belt for all occupants of vehicles. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: The grant has mutually agreed upon objectives that must Bernet. The objectives are to increase the use of seat belts from 91.2% to; 94% by June of 2004. The Office of Traffic Safety also evaluates our perfonnance and reviews our progress reports. • 7. It is anticipated that supervisors, selected uniformed officers, and clerical staff /conununity service officer persons will be required. Grant Reporting and Project Claim Training will be provided by OTS on an as ne basis. Thanks, Don (916) 262 -1755 4/14/2004 yi Resolution No. N.C.S. of the City of Petaluma, California Resolution Authorizing the Police Department to Accept a Traffic Safety Grant From the California Office of Traffic Safety for a.the California Seat Belt Compliance Campaign in the Amount of $34,874.00 WHEREAS, the City of Petaluma Police Department desires to undertake a certain project designated The California Seat Belt Compliance Campaign to be funded from funds made available through the California Office of Traffic Safety; and WHEREAS the City Manager of the City of Petaluma is authorized, on its behalf to submit the attached _proposal to the California Office of Traffic Safety and is authorized to sign and approve on behalf of the City of Petaluma the attached Grant Award Agreement, including any extensions or amendments thereof, and WHEREAS, the applicant agrees to the requirements for said project (including and amendment thereof) under the program and the funding terms and conditions of California Office of Traffic Safety; and • NOW, THEREFORE,, BE IT RESOLVED, that any liability arising out of the performance of this grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency.
