Summary Statement:
The Police Department has applied for and received an extension for a Seatbelt Enforcement Compliance
Campaign from the California Office, of Traffic Safet y (OT8) in. the amount of'$34,874.00. The grant
requires no matching funds. The grant funds will be used to increase awdreness and compliance of the
proper use of safety restraint systems in. vehicles., The "grant will further attempt to educate the community
on the dangers of -failure to utilize: or properly utilize the; restraint systems required. The enforcement
activity will also focus on the use and education of the proper restraints for juvenile occupants.
Recommended 'City Council Action /Suggested Motion:

Traffic Safety for a Seat Belt Compliance Campaign. in the amount of $34,874.00
EXECUTIVE SUMMARY
The Police Department. has applied for and received an extension for a Seatbelt Enforcement
Compliance Campaign from the California Office of`Traffic Safety (OTS) in the amount of $34
The grant requires no matching funds. The grant funds will' be used to increase awareness and
compliance of the proper use of safety restraint systems in vehicles. The grant will further attempt to
educate the community on the dangers of failure to utilize or properly utilize the restraint systems
required. The enforcement activity will also focus on the use and education of the proper restraints for
juvenile occupants.
2. BACKGROUND
The California Office of Traffic Safety has joined .forces with the National Highway Traffic Safety
Administration to create the California Seat Belt Compliance Campaign. The goal of this campaign is to
increase seat belt use to 94 % by June of2004.• `Through the combined efforts of state and local law
enforcement, a seat belt enforcement campaign will be conducted during one fourteen (14) day period
in May of 2004 and two seven (4day seat belt enforcement periods will be conducted in August and
September 2004. These campaigns 'are in support of the Ruckle -Up America/Operation.ABC National
Mobilizations. The funds provided by'this grant will allow an increased level of enforcement by officers
on an overtime basis. Statewide seat belt use:rates to date for 2003 are 91.2 %. Again this campaign is
an effort to increase the awareness. of the proper use of and gain compliance for the wearing of Seat
Belts by all occupants in a vehicle.
3. ALTERNATIVES
A. Accept the grant funds
B. Decline grant funding
C. Decline grant funding and decrease efforts with regard to traffic safety to previous levels.
4. FINANCIAL IMPACTS
The4otal project cost of $34 will be funded from the .California Office of Traffic Safety grant.
CONCLUSION
The use of California Office of Traffic Safety money to fond this California Seat Belt Compliance
Campaign is appropriate. Using funds in this manner will enable an improved level of traffic safety to
the City of Petaluma and the use of seat belt for all occupants of vehicles.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
The grant has mutually agreed upon objectives that must Bernet. The objectives are to increase the use
of seat belts from 91.2% to; 94% by June of 2004. The Office of Traffic Safety also evaluates our
perfonnance and reviews our progress reports. •
7. RECOMMENDATION
Adopt a resolution authorizing application and acceptance of California Office of Traffic Safety Grant
Funds. The Petaluma Police Department Traffic Unity under the supervisionuof Sergeant Tim Lyons, will

The goal of the California Seat Belt Compliance Campaign (CSBCC) is to increase seat belt use statewi

campaign will be conducted for a,'fourteen (14) day period in November 2003 and in May 2004 in support of the
Buckle-Up America/Operation ABC,National Mobilizations. Additionally, two seven (7) day seat belt

PROJECT OBJECTIVES
1. To conduct Occupant Protection roil call training classes for officers and clerical personnel selected
to part icipate in operational phase by November 17, 2003, May 15, 2004 and August 11, 2004.
2. To conduct a pre - operation seat belt compliance survey between: November 1. - 16, 2003; Nlay16 —
23, 2004; and August 1 - 11, 2004.

To conduct two 14 -day (November 17 thru 3;0, 2003 and May 24 thru June 6, 2004) and two 7 day
(August 1.2 — 18 and September 2 — 8, 2004) overtime enforcement operations specifically; targeting
seatbelt violations.
4. To conduct a post - operational seat belt compliance survey between: December'! - 12, 2003;
June 7 — 13, 2004; and September 9 — 18, 2004.
To mail or FAX to OTS the Mobilization Rel olts; the pre and post survey results and any pertinent
local media releases (electronic or print) by: ecember 19, 2003; June 30, 2004; and September 29,
2004.

METHOD OF PROCEDURE

It is anticipated that supervisors, selected uniformed officers, and clerical staff /conununity service officer
persons will be required. Grant Reporting and Project Claim Training will be provided by OTS on an as ne
basis.

Phase II Preoperational Seat Belt Surveys
(November 1 — 16, 2003; May 16 — 23, 2004; and August 1 - 11, 2004.)
Preoperational seat belt compliance surveys will be conducted by existing staff, at representative locations
throughout the areas selected for enforcement. (OTS 5 -a & 5 -b)
Phase III Overtime Enforcement Operation
(November 17 — 30, 2003;May 24. June 6, 2004; August 12 18, 2004; and September 2 — 8, 2004.)
Enforcement officers will be deployed on an overtime basis as directed by the supervisor. Enforcement
activities will be focused on. seat belt compliance.
Phase IV Post Operation Seat Belt Surveys
(December 1 — 12, 2003 and June 7 — 13, 2004; and September 9 — 18, 2004.)
Seat belt compliance surveys will be conducted at the same locations selected in Phase II. (OTS -5a & 5 -b)

Resolution Authorizing the Police Department to Accept a Traffic Safety Grant
From the California Office of Traffic Safety for a.the California Seat Belt
Compliance Campaign in the Amount of $34,874.00
WHEREAS, the City of Petaluma Police Department desires to undertake a
certain project designated The California Seat Belt Compliance Campaign to be funded
from funds made available through the California Office of Traffic Safety; and
WHEREAS the City Manager of the City of Petaluma is authorized, on its behalf
to submit the attached _proposal to the California Office of Traffic Safety and is
authorized to sign and approve on behalf of the City of Petaluma the attached Grant
Award Agreement, including any extensions or amendments thereof, and
WHEREAS, the applicant agrees to the requirements for said project (including
and amendment thereof) under the program and the funding terms and conditions of
California Office of Traffic Safety; and
• NOW, THEREFORE,, BE IT RESOLVED, that any liability arising out of the
performance of this grant Award Agreement, including civil court actions for damages,
shall be the responsibility of the grant recipient and the authorizing agency. The State of
California and the Office of Traffic Safety disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED, that grant funds received shall not be used to
supplant expenditures control by this body.
