The project involved the drilling;, casing and test pumping of four municipal water wells. All four wells are new wells located in four City parks on the east side of the city. These parks are: McDowell Park, La Tercera Park, Del Oro Park and Miwok'Park. The work under this contract has been completed. The project involved, the drilling, casing and test pumping of four municipal water wells. All four wells are new wells located in four City parks on the east side of the city. These parks are: McDowell Park, La Tercera Park, Del Oro -Park and Miwok Park. The work under this contract has been completed. 2. BACKGROUND Chapter 11.11 'Water. Supply, Objective P of the City.s General Plan recommends the City "carry out capital improvement projects that will enhance the efficiency of the supply system and insure adequate supplies for the future:" The 1985 Water System Capacity Study done by Brown and Caldwell Consulting, Engineers recommends the City maintain a local source of drinking water capable of supplying "between 50 and 75 percent of annual average daily demand; 67 percentis a reasonable capability of the local supply." During calendar year 2003 the City's average annual daily demand was 9.6 million gallons per "day (mgd). Current short-term maximum local production capacity is about 3.0 mgd, or 31 % of the annual average daily demand. The City received three bids for this project on March 14, 2002: one for $281,850.00, one for $24.1,040.00 and for $207,606.60. The project involved the drilling, casing and test pumping of four new municipal water wells. On April 15, 2002, the Petaluma City Council awarded a contract to Nor -Cal Pump & Well Service, 1325 Barry Road, Yuba City, .CA 95991 in the amount of $207,606.60 for the drilling, casing and testing of four municipal water wells to be located at La Tercera Park, McDowell Park, Miwok Park and Del Oro Park. The locations are shown on Exhibit A. The work under, this contract has been completed. The goal of the, "2002'Water Well Project was to drill and develop four additional wells and increase short -term local production capacity by another 1.0 mgd. The results from t' the 24 -hour pump tests indicate this goal should be obtainable when the wells are fitted with permanent pumps, and motors. When these wells become operational, they will increase Petaluma's short-term local water supply by 1.0 mgd, from a total of 3.0 mgd to 4.0 mgd, which is approximately 42% of the average annual daily demand. The pump tests showed a short -term production range -from 140 gpm to 800 gpm, variable draw down and water quality for the four wells. Further testing and evaluation of these. new wells is being conducted in support of the City's Groundwater Master Plan. The next step towards making the wells functional is to install pumps and motors. This action is pending completion of the Groundwater Master Plan. 3. ALTERNATIVES Do not accept completion of the contract. 4. FINANCIAL IMPACTS The final contract cost is $207;606.60, which was funded by Water Enterprise Funds. The total amount budgeted in FY 03 -04 was $273,000. CONCLUSION Accept completion of the contract. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: The four new wells were tested and are expected'to meet the project goal of l million gallons per day of short-term capacity. 7. RECOMMENDATION Accept completion of the contract. 2 • ACCEPTING COMPLETION OF THE 2002 WATER WELL PROJECT PROJECT C501100 (9795) WHEREAS, the City Council awarded the, contract for the 2002 Water Well.Project to Nor -Cal Pump & Well Service, 1325;Barry Road, Yuba City CA 95.991, on Apri1.15, 2002; WHEREAS, Nor -Cal Pump & Well Service. has completed all the work to the satisfaction of the Director of Water Resources and Conservation NOW, THEREFORE, BE IT RESOLVED' that: the City Clerk is hereby authorized to sign the Notice of Completion and the City Clerk is to file the ,same with Sonoma County Recorder. BE IT FUR'T'HER RESOLVED that the Finance Department is hereby authorized to release • the retention money to Nor =Cal Pump & Well Service forty -five (45) days after the recordation of the Notice of Completionprovided that no liens or stop notices have been filed against the prod ect.
