Resolution Authorizing the Purchase of a Prefabricated Pedestrian Bridge to Cross Washington Creek as Part of the Petaluma River1rail Project #9876LC200503 Summary Statement With the adoption of the "The Petaluma River Enhancement Plan," the need for a pathway along the Petaluma River was established. Over.the past two years, a local engineering firm, CSW Stuber- Stroeh, has worked with the City staff to complete the engineering design for the pathway. In FY 2003 -04, the PCDC adopted a capital improvement project and funding for the project.. The first phase of the project is from Washington Creek to Edith- Street, and consists of a pathway made of quarry fines, and includes a prefabricated bridge across Washington Creek and pathway lighting. A bid for this phase of work will be issued shortly. Due to the twelve -week lead time required for the.delivery of a prefabricated bridge, staff recommends purchasing the bridge separately and in advance of the award of the construction bid. This will expedite the construction and will save the PCDC money by avoiding a contractor mark -up on the bridge. The award for the construction work will be brought to the PCDC in May and the contractor will have approximately 60 days to construct the bridge abutments and the pathway. Due to the environmental sensitivity of the area, in which there is a "fish window" for construction, work needs to be done during the summer months. Therefore, the purpose of this agenda bill is to authorize the purchase of a prefabricated pedestrian bridge' from Wheeler ° Consolidated,for installation by the River Trail construction contractor. BACKGROUND The "Petaluma River Access. and Enhancement Plan" established a pedestrian walkway and bike trail for the entire length of the Petaluma River. The PCDC staff;is,finalzing a b ° id package to construct a Phase I of the River Trail, which begins at-Washington Creek, proceeds under the�Payran Bridge and continues along the Petaluma River Flood Control Project °to a point 100 feet east of Lakeville. The Payran Reach phase of .the Petaluma River Flood Control Project, completed by the U.S. Army Corps of Engineers and the City of.Petaluma, along approximately 3000 -linear feet of the Petaluma River included the area where Washington Creek flows into the Petaluma River approximately 110 feet north of the Payran Bridge Concrete retaining walls' will be constructed at the top of the creek bank on each side of Washington Creek to provide, structural support for the pedestrian/bicycle access path being constructed along the' Petaluma River. In addition, abutments for 'a 55 -foot long Petaluma River /Trail Enhancement Project prefabricated bridge will be constructed, with concrete ramps for wheel chair access and: a pathway made of compacted, ADA- compliant quarry - fines, will lead to and from the new bridge. Due to, the long ead. times for. the deliver of a r g _ y p refabricated budge, .staff is recommending that the prefabricated bridge specified for the project be ordered in advance of the award of bid for the construction project. In this way, the bridge will arrive in time to complete the construction on schedule. In addition, the PCDC will avoid the contractor mark -up on the bridge. ALTERNATIVES:-, A. FINANCIAL IMPACTS: The FY PCDC Adopted Budget includes funding of $1,379,000 for "the complete -River Trai* from Washington Creek to .Lakeville, including $60,000 for a'priefabricated pedestrian bridge. CONCLUSION It is cost - effective and efficient for the PCDC to directly purchase the prefabricated pedestrian bridge for the River Trail project. This method,of purchase saves the PCDC money in product cost and avoids construction delays. C. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: The pedestrian bridge will be installed by the end of the summer 2004. 7. RECOMMENDATION It is recommended that; the PCDC' adopt the attached resolution authorizing the PCDC to purchase the prefabricated pedestrian bridge. • • 9 �r RESOLUTION # 2004- PETALUMA COI 1MUNITY DEVELOPMENT COMMISSION • AUTHORIZING THE PURCHASE OF A PREFABRICATED PEDESTRIAN BRIDGE TO CROSS WASHINGTON CREEK AS PART OF THE PE TALUMA RIVER TRAIL PROJECT WHEREAS, on June 16, 2003, the Petaluma Community Development Commission ( "PCDC ") held a public hearing and adopted the FY 2003 -04 PCDC Budget for the period from July 1, 2003 to June 30, 2004; WHEREAS, the Commission finds, that the transactions authorized in this resolution are consistent with and effectuate the purposes of California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.); WHEREAS, the Commission has an interest in expediting the construction of the River Trail Enhancement project number 9876/C200503; WHEREAS, City staff has investigated potential sources, soliciting three bids, from which such a pedestrian bridge may be obtained; E'REAS, City staff have identified a supplier who can manufacture such a bridge in accordance with the pecifications provided by the structural - engineer of CSW Stuber Stroeh Engineering Group; WHEREAS, California Public Contract Code Section 20688.2, requiring competitive bidding for redevelopment agency grading, clearing, demolition or construction does not apply to the purchase of materials, such as a pedestrian bridge; WHEREAS, City staff have identified Wheeler Consolidated, as the lowest responsible quote for the specified bridge, which has quoted a maximum unit,price of $27,735 for a 55-foot pedestrian bridge, including, taxes and delivery to the construction site; WHEREAS; City staff have been advised that production of the bridge will require a 12 week manufacturing process; and NOW, THEREFORE, BE IT RESOLVED that the Petaluma Community. Development Commission hereby: 1. Finds that competitive bidding is not required by .law because (i) California Public Contract Code section,20688.2 requiring competitive bidding for redevelopment agency grading, clearing, demolition or construction does not apply to the purchase of materials, and (ii) competitive bidding would be disadvantageous to the City of Petaluma, the Project Area and the PCDC because it would unreasonably delay, implementation of public improvements necessary for the implementation of the Project Area redevelopment. plan, and (iii) competitive bidding would be unlikely to result in a lower price for manufacture of the pedestrian bridge than the price quoted by Wheeler Consolidated. 0 2. Authorizes and approves the purchase of a pedestrian bridge for $27,735. 3. Authorizes and directs the Executive Director to execute .a contract with Wheeler Consolidated for the foregoing purchase in an amount not to exceed $27,735.
