Summary Statement On January 26, 2004, the City released a Request for Proposals for Solid Waste,
ecyclable Materials, and Yard Trimming Services(RFP). On March 19; 2004, in response to the RFP,
7 three companies (Green Waste Recovery, Empire Waste Management, and. NorCal Waste Services)
submitted proposals. North Bay Corporation did not submit a proposal in response to the January 26, 2004
RFP, but rather submitted a letter committing to its April 30, 2003 proposal (which was prepared in
iresponse to the City's December 2002 RFP) Their original proposal does not contain all options that the
Council had subsequently indicated as desirable in the 2004 • RFP. Each of the four companies has
prepared a presentation for Council to describe their proposals and is available to answer Council and staff
questions. Staff and its consultant seek direction from Council on the following: (1) subjects the Council
wants evaluated, and (2) whether to proceed with evaluation of all four proposals, including North Bay's
original April 2003 proposal. Subject to Council direction, staff and consultant will return with results of
the evaluations.

EXECUTIVE SUMMARY:
Three proposals were received in response to the January 26, 2004 RFP for collection services. North
Bay Corporation elected to rely on their original proposal rather than submit a revised proposal. North
Bay did submit a letter regarding their desire to use their original proposal. Council needs to hear the
presentations from the four proposers and provide direction to staff and consultant regarding the
remainder of the evaluation process.
2• BACKGROUND
The City's current franchise agreement expires the end of June. The City needs to proceed with this
procurement process in order to identify a preferred contractor so that a new contract can be negotiated.
Staff anticipates a new franchise agreement to be in place prior'to the end of the calendar year and
services to commence in early 2005.
3. ALTERNATIVES

4. FINANCIAL IMPACTS:
Financial impacts to the City and the rate payer will depend on the level of services selected by the
Council, along with other service alternatives including possible out of county disposal.
CONCLUSION
At this point, staff needs Council direction regarding the remainder of the selection process.
