HomeMy WebLinkAboutResolution 96-277 09/30/1996Resolution No. 96-277 N.C.S. of the City of Petaluma, California RESOLUTION ESTABLISHING MEMBERSHIP OF AND MISSION FOR LAFFERTY RANCH PUBLIC USE MANAGEMENT PLAN COMMITTEE 1 WHEREAS, Ordinance No. 2022, adopted on Augusts, 1996, called for development of a. 2 "Public Use Management Plan" for the Lafferty Ranch property; and 3 4 WHEREAS, said plan is intended to make Lafferty Ranch available for "passive recreational use 5 by the public"; and 6 7 WHEREAS, the plan is "to be prepared and implemented by the City in accordance with all 8 applicable State and Federal laws and regulations"; and 9 10 WHEREAS, the City Council has determined that prepazation of said plan should be the 11 responsibility of a committee; 12 13 WHEREAS, the public has clearly demonstrated its desire to keep and have public access to 14 Lafferty Ranch; 15 16 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby 17 establishes the Lafferty Ranch Public Use. Management Plan Committee consisting of: 18 19 2 Councilmembers 20 ] Recreation, Music & Parks Commission Member 21 1 Planning Commission Member 22 2 Sonoma Mountain Road Property Owners 23 11 Members at Large 24 «~, v~_...9.6-.2.77.. rvcs Page 1 of 2 25 NOW, THEREFORE, BE IT FURTHER RESOLVED thatthe City Council of the City of 26 Petaluma hereby establishes the Mission of the Lafferty Committee as follows: 27 28 The Committee shall meet as necessary to develop a public use management plan ,to make 29 Lafferty Ranch available for passive recreational use by the public. The plan shall be consistent with 30 protection, restoration, and enhancement of the wildlands of Lafferty Ranch, and shall be based on the 31 best management practices for public open space and recreational lands in the San Francisco Bay Area. 32 The Committee shall research all pertinent information about the property and the management and 33 public use of similar properties, shall consult with all interested and/or responsible agencies and 34 organizations, shall limit its consideration to the development of a public use management plan for the 35 Lafferty Ranch property, with it's primary purpose being to establish public access, for recommendation 36 to the City Council,. The Committee shall, within 60 days of formation, provide the City Council with a 37 proposed time line/work scope.
