As per your request, I have inspected th (Coastal Live Oak) located in the backyard at 108 White Oak Circle, to determine if the installation of a sun room under the foliar canopy , on the southeast side of the tree, will harm the tree. Information Supplied: 1. Site plan by Fedorchak Designs, showing the location of the proposed sunroom but not the tree location. 2. A memorandum from the Petaluma City Building Department, requesting an arborist report stating that the proposed construction will not harm any oaks on the property (there is only one oak that is within the construction area) 3. Verbal information with regards to the type of foundation and amount of excavation required. (M9tf4C grading in the foundation footprint and a ]'(foot) deep trench to faWhtate a foundation. Site inspection information: On December 26, 2003, I met with the property owner, Russell Pleech, he provided me with some site information with regards to previous landscaping around the subject tree. The subject tree is a mature Coastal Live Oak, approximately 36" in diameter at 4'6" above ground level. The foliar canopy has approximately a34 to 38 foot radius and extends beyond the proposed construction area. At the time of inspection the subject tree appeared to have a danced canopy with Swd structure but the vigor of the tree was lower than normal for a tree of its size and age. There were also a few large dead branches in the tree. There was no visible indication of any disease or serious insect infestations, although there was some leaf drop caused by cynipid plant wasps. Consultation, Trimming, Deep Root Feeding, abl and v 1/12/03 Page two pre -construction site: 108 White Oak Cir., Petaluma I observed that the house to the north was built under a portion of the foliar canopy on that side. There is also a lawn area on the south side of the tree that is partially under the foliar canopy but well away from the root crown area. Mr. Pleech, informed me that a previous lawn was much closer to the tree but he removed a large portion of the lawn and capped off the sprinklers in that area. 1 suspect that the 1Qw vigor of the tree is a combination of previous overwatering and possible root damages during the construction of the house on the north. (Approximately 15 years ago). The area of proposed construction will require an approximate 12" deep footing that will encompass approximately 200 square feet under the tree canopy. The closest the foundation will be to the outside diameter of the tree's root crown is approximately 13'6" from the northwest corner of the proposed sunroom. Recommendations: • I verbally recommended that an exploratory trench be carefully dug in the area of the proposed footing for the sunroom to determine if there were any significant roots that would be harmed. Any roots over 1" diameter were to be left unharmed until I could inspect the trench. RESULTS: On January 9, 2004, I inspected the open trench (aprox. 10" wide, 18" deep and 16' long from north to south on the outside area of the proposed footing.) The trench was dug deeper than I had recommended but the largest roots encountered were two small roots aprox. 1/4" diameter. There were some fibrous roots in the first 3" of soil but overall the rooting in this area was insignificant. Conclusion: • It is my opinion that the construction of the proposed sunroom will not cause any harm to the tree. • The foundation footing is to be hand dug and so there is no danger of compaction from heavy equipment in other areas. I have also suggested to Mr. Pleech that regardless of construction he should have the tree vertical mulched and fertilized by a responsible local tree care firm. During construction no spoils from excavation should be piled under the tree canopy nor should any heavy construction materials be stored under the tree canopy. Certified Arborist Bernard Noonan shall be on -site during the foundation trenching. All trenching shall be hand dug. Mr. Noonan shall inspect any significant root unearthed and his prescribed mitigation shall be followed. Prior to the foundation being poured, Mr. Noonan shall write a letter to the City Planning Division (care of Tiffany Robbe) stating that these conditions were followed and that the foundation may be poured (fax number is 778-4498). 2. No spoils from excavation, construction equipment, or building material may be piled under the tree canopy at any time. 3. After the work is finished and prior to the sunroom final, the tree shall be vertically mulched and fertilized by a responsible tree care firm. Proof of such work shall be provided to the City Planning Division. Please see the arborist letter dated January 12, 2004 by Noonan's Tree Care for further details. The lot is within the Sycamore Heights Planned Unit Development. This PUD requires the continued retention of all remaining oak trees.
