Summary Statement
The Metropolitan Transportation Commission (MTC) recommends `than smaller transit systems update their
Short Range Transit Plan (SRTP) every other °year. Petaluma Transit's last SRTP was done two years ago
and focused on specifications and purchase of "fixed routeAransit buses.
An update of the SRTP is essential .for :four _reasons:
1. Petaluma has reached the,end of the current plan.,
2. Updating the SRTP'provides an opportunity to better define the goals,. objectives, performance
measures and standards that the performance audit and the previous SRTP has recommended.
3. The SRTP provides'a:forum for considering the future direction of Petaluma Transit.
4. The.SRTP provides a.guide to Federal - Transit. ..Administration certification, allowing Petaluma
Transit to become eligible. for federal transit funds
Eleven, requests for proposals were sent out and four proposals' were submitted. Moore and Associates, of
Valencia, .California, was identified, as `the firm most qualified to prepare the City of Petaluma Short Range
Transit Plan.
A list of consultants to whom requests for proposal were sent is. attached. The cost of the study will be
$32,060. Funding sources are FTA Section 8 grant (80 %) $25,648 and TDA (2O%)'$6,412. This is a
budgeted item and will cover the cost of the project. A final draft is' scheduled for delivery on December
31, 2004.
Recommended City 'Council Action /Suggested Motion
Council approve and authorize the City Manager to execute a contract with Moore and Associates.

EXECUTIVE SUMMARY
The Metropolitan Transportation Commission (MTC) recommends that smaller transit
systems update their Short. Range Transit Plan (SRTP) every other year. Petaluma
Transit's last SRTP was done two years ago and focused on specifications and purchase
of fixed route transit buses.,
An update of the SRTP is essential for four reasons:
a. Petaluma has reached the end of the current plan.
b. Updating the SRTP provides an opportunity to better define the goals, objectives,
performance; measures and ;standards that the performance audit and the previous
SRTP has recommended.
c. The SRTP provides a forum for considering the future direction of Petaluma Transit.
d. The SRTP provides a guide to Federal Transit Administration certification, allowing
Petaluma Transit to become eligible for federal transit funding.

2. BACKGROUND
As a small transit, system, the SRTP gives us a chance to examine and evaluate the
system's performance every two years to make sure we are giving the best service that
funding-wiltallow, and are operating as efficiently as possible. The work program for the
SRTP is standardized, although the transit system administration and contractor may
decide to emphasize some sections over others.
The SRTP is comprised of the following tasks: overview of transit system, goals and
objectives update, service And system evaluation, operations plan and budget, transit
capital im provemeritprogram, if needed, and other requirements.
This SRTP, we are taking advantage of the other requirements section to get guidance on
becoming eligible for future federal transit funding.
3,. ALTERNATIVES
Rebid the contract.
4. FINANCIAL IMPACTS
In the event of a rebid, the TDA funding could be jeopardized, through either loss, delay,
or, ineligibility.
5. CONCLUSION
SRTP helps define and strengthen our fixed route and paratranst system, and provides
strategy for future, federal funding.
6. OUTCOMES' PERFORMANCEMEASUREMENTs THAT WILL IDENTIFY "SUCCESSOR
COMPLETION'
Meet MTC requirement for SRTP. Define goals,. objectives, performance measures and
standards for transit system.
7. . RECOMMENDATION
Council approve and authorize the City Manager to execute a contract with,Moore and

WHEREAS, the City of Petaluma Public Facilities and Services Department, Transit
Division, sent out requests for proposal for preparation of the. City of Petaluma Short Range
Transit Plan (SRTP) and
WHEREAS, eleven (1 1) requests were sent out, and four (4) proposals were submitted.
Moore and Associates, 25530' Avenue Stanford, Suite 208, Valencia; CA 91355, was identified
as the firm most qualified to prepare the City of Petaluma Short Range Transit Plan; and
WHEREAS, the cost ofthis project will be $32,060,;00., The funding sources for this

NOW, THEREFORE, BE.IT'`RESOLVRD, that the City Manager is authorized to
