4 RESOLUTION AUTHORIZING APPROVAL FOR THE EXPANSION OF THE
5 RMDZ TO INCLUDE LAKE COUNTY, CITY OF CLEARLAKE,
6 AND THE CITY OF LAKEPORT

9 WHEREAS, the California Public Resources Code provides for the establishment of a
10 Recycling Market Development Zone Program throughout the State which provides incentives to
11 stimulate development of secondary materials markets; and
12
13 WHEREAS, the cities and counties must meet mandated reductions in landfill wastes, 25
14 percent by 1995 and 50 percent by 2000, as mandated in the California Integrated Waste
15 Management Act; and
16
17 WHEREAS, the redesignation of the Sonoma/Mendocino RMDZ which already includes
18 Sonoma County, cities of Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa,
19 Sebastopol, Sonoma, and Windsor; County of Mendocino, cities of Fort Bragg, Point Arena,
20 Ukiah, and Willits; to include the cities of Clearlake and Lakeport and the County of Lake
21 dedicated to the expansion of secondary materials business enterprises, is essential for market
22 development and to assist in meeting the,landfill reduction goals; and

24 WHF_REAS, additional administrative assistance, marketing and economic development
25 assistance, financial assistance, technical assistance, adequate feedstock, and a redevelopment
26 zone will contribute to the success of the redesignated RMDZ; and
27
28 WHEREAS, the Sonoma/Mendocino RMDZ has agreed to submit an application for
29 redesignation of this Recycled Market Development Zone. to the California Integrated Waste
30 Management Board to include cities of Clearlake and Lakeport and the County of Lake.

32 NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma approves the
33 submittal of a Recycling Market Development Zone redesignation application to include the

1 cities of Clearlake and Lakeport and the County of Lake; and supports the Sonoma County
2 Economic Development Board to coordinate, process, and execute all contracts, agreements,
3 amendments, and ancillary documents with the scope of the proposed zone application and
4 designates the Sonoma County Economic Development Board to serve as lead agency for
5 purposes of responding to the rnandates of the California Environmental Quality Act.
