Summary Statement
The City of Petaluma purchased a seven -, acre parcel adjacent to the Petaluma Campus of the Santa Rosa
Junior College; to be used as a community park per the Corona -El Sp e cific Plan. The City Council has
funded 'the design and construction of `the proposed park through the Capital Improvement Program. An
architectural team has been hired and public meetings were held to_ •identify features the public would like
to, see in the park. The project was iput out to bid, with twa contracting,firms responding. The low bid price
was $2,958,396 by North Bay- Construction of Petaluma. The 03 -04 budget had $1,667,000 appropriated..
The Recreation, Music and Parks Commission was recommending an additional $700,000 for the project in
the 04 -05 budget. After the Commission made the recommendation regarding the budget, bids were
opened. In the current 03 -04 CIP budgofthere'is a fund balance. of In addition, in excess of $1.2
million in park fees :are estimated, -toi be collected during the 04 -05 fiscal year. The Recreation, Music and
Parks Commission is recommending ,that; staff do values engineering with the contractor to reduce the
contract price, and, that the Gatti Park project be awarded. to North Bay Construction, with construction to
start immediately.

ExECLMW SUMMARY
The city of Petaluma owns a 7 -acres park site between the.Petaluma Campus of the Santa Rosa
Junior College and the G & G Shopping Center. The City Council has allocated funding for the
design and construction of the community park as identified in the Corona -Ely Specific Plan.
Architects hired for the project have worked with the Recreation, Music and Parks Commission and
staff in developing a conceptual plan. Included in the design process were two public meetings and
assistance from the Petaluma Mother's Club. The project was bid with two contracting firms
responding. North Bay Construction of Petaluma was low bidder at $ 2,9589,3 96. An additional
$ 962,658 of park fees is.required to make the project possible. Sufficient park fees are available in
an existing fund balance ($664,680) and anticipated next year (In excess of $1.2 million). The
Recreation, Music.and Parks Commission is recommending that the required funds be allocated and
the project be awarded to North Bay Construction, with construction to start immediately.
BA CKGROUND :
29 The Corona -Ely Specific Plan designated a 7 -acre parkin the general vicinity of the Gatti Nursery.
30 The Recreation, Music and -Parks Commission first discussed the location of the future park at their
31 meeting of June 16, 1993. At that time the Commission recommended to the City Council that the
32 future park be located at the corner of Sonoma Mountain.Parkway and Capri Creek. Due to prior
33 park impacts in the McNear Park neighborhood, the Commission wanted to be sure that the future
34 use of the park would not be limited by the proximity of neighbors.

36 The City Council in 1996 approved an option agreement whereby the City purchased the 7 -acre park
37 site over a period of 3- years, thus spreading out the cost of purchasing the property and not
38 impacting:existing park projects. The three parcels were purchased and land - banked, thus acquiring
39 the future park site at 1996 land values.

41 During 1998 -99, the Cross Creek subdivision was designed and included a•park adjacent to the urban
42 separator. The park was to have sports fields; which would be built . by the subdivision developer.
43 During discussions about the subdivision, the Federal Aviation Administration notified the City in
44 the spring of 1999 that the Cross Creek location could,not be used for athletic fields due to safety
45 concerns regarding the proximity of the airport. Per the agreement with the developer, if the City
46 should chose a location other than in the Cross Creek. subdivision for the ball fields, the developer
47 was still obligated to construct, them. At their March 6, 2000 meeting, the City Council designated
0 the Gatti Park site as the alternative location for the Cross Creek ball fields (One little league and
one girls softball. field).

4 During the 2002 -03 fiscal year the City Council budgeted $142;000 for park design. The following
5 year $1,667,000 was budgeted for park construction, to take place during the 2003 -,04 fiscal year. •
6 The firm of Gretchen Stranzl McCann, Landscape Architects was hired and public meetings were
7 held to design the park.
8 The proposed park.includes one youth softball and one little league field, four lighted tennis courts,
9 two lighted basketball courts, large playgrounds for both pre - school and elementary aged children, in
10 line hockey; bocce ball, group and individual picnic areas; gazebo, restroom bike / pedestrian paths
11 and a parking lot. The project was put out to bid with two firms responding:

14 The engineer's estimate was $2,500,000.

16 The recommended course of action is to values engineer the project with the: low bidder North Bay
17 Construction. The following items will be deducted from the project:
18 Lamp Black coloring for concrete work $ 15,203.00
19 Gazebo 34,489.00
20 Hockey Rink 79,612.00
21 Bocce Ball Courts 30,000.00
22 Total Deductions $ 159,304.00

24 The gazebo and bocceball courts could be appealing projects for service clubs, and the hockey rink
25 would be more appropriate. adjacent to the new skate park. Some design and; construction costs will
26 be required to extend turf into the area that was going to be used for the hockey rink.

28 As part of the Cross Creek subdivision, the developer, Delco Builders' is responsible for the athletic is
29 fields. Also, as part of the Conditions of Approval for the new Gatti Subdivision, they are also
30 responsible. for the path extending from the urban separator to Sonoma Mountain Parkway. Based on
31 the bid received, Delco's portion of the project amounts to $516,155.42. -
32 Staff -has also been negotiating with representatives of the Petaluma Campus; Santa Rosa Junior
33 College, regarding a Memorandum of Understanding regarding joint use of the new park.for school
34 activities. The college•representatives will be recommending to their board on June 1, 2004, to
35 participate in the construction of the Gatti park site in the amount of $253,233.00. Staff is currently
36 working on a draft Memorandum of Understanding that will be for a 25 year period, .allowing the
37 Junior College to use park facilities during morning hours. The City Council will approve the final
38 form of the agreement.
39 The balance required to make the project move forward is $962,658 of park fees.
40 Currently there exists a fund balance in Park Fees of $664,680. In addition, the Director of
41 Community Development estimates °that in excess of $1.2 million dollars of park fees be
42 collected next fiscal year.
43 Aware of the existing and anticipated park-,fees, the Recreation, Music and Parks Commission
44 recommends proceeding with the project.

Currently $ 1, 267,000 in park fees are allocated. Delco Builders' portion of the project amounts to

$5516,155.42. In addition, the Junior College ]district is recommending to their board to participate

in the construction of the park in the amount of $253,233.

22 5. CONCLUSION:
23 The design of the Gatti Park project has been underway for close to a year, involving citizens and
24 sports groups. The proposed park would offer a nice.facility for the citizens who live in the northeast
25 quadrant of the City. Required park.fees are available, and the Recreation, Music and Parks
26 Commission recommends moving forward with the proposed park.

31 Staff will meet with the proposed contractor and the architect in order to values engineer the project
32 to reduce costs. Once the required bonds and insurance are received and a course of action is agreed
33 upon, the City Manager can sign the construction agreement.and a notice to proceed can be issued.

36 The Recreation, Music -and Parks Commission recommends that the required additional park fees be
37 allocated to the Gatti park project, the contract awarded to North Bay Construction of Petaluma, and
38 the City Manager be authorized the sign the construction agreement.

11 WHEREAS, the City of Petaluma, per the Ely-Specific Plan, is prepared to construct a
12 7 -acre park on City owned land to meet the needs of the Petaluma
13 community; and
14
15 WHEREAS, the city has hired the firm of Gretchen Stranzl McCann Landscape Architects
16 to design .the proposed park; and
17
18 WHEREAS, the Petaluma Community has participated in public meetings, providing input
19 regarding features they would like to see in the proposed park; and
20
21 WHEREAS, the plans. and specifications have been prepared, and bids solicited by the
22 Parks and Recreation Department, to construct the Gatti park project; and

WHEREAS, two bids have been received, with the low bid from North Bay Construction of
Petaluma in the amount of $2 and
26
27 WHEREAS, additional' park development fees are required in the amount of $962,658; and
28
29 WHEREAS, the Recreation, Music and Parks Commission recommends to the City Council
30 that staff work with the proposed contractor- and values engineer the project to
31 reduce the costs, allocate additional park fees to the proposed project and award
32 the contract to North. Bay Construction in the amount of $2,799,092.

NOW, THEREFORE, BE IT RESOLVED, that the Petaluma City Council does hereby
allocated $962,658 to the Gatti park project, directs staff to value engineer the project with
North Bay Construction to reduce the cost of the project, award the project construction
contract to North Bay Construction for an amount of $2,799,092, and authorize the City
Manager to execute the construction contract, subject to review and approval of all contracts,
insurance certificates and bonds by the City Attorney.
