EXECUTIVE SUMMARY The work to be done consists ,of repairing -failed sections of road through digouts, placing a 1 1 /s" asphalt overlay with pavement fabric, raisingmanholes and valves and striping on various street .segments throughout the. City of Petaluma. The City will receive bids after the project is . fund'ed. Funding is anticipated to be in October 1, 2005.. 2. BACKGROUND • The City of Petaluma has 13 streets within the MU regional street system. Cycle 2 STP funding is available in the amount of $11.6 million for all ,Sonoma County jurisdictions. Sonoma County Transportafion.Authority (SCTA) has solicited applications from local cities and counties and all,juris.di'ctions submitted applications. Taken together, the program of projects totals a, furiding of $4 million. Therefore, all streets listed on the SCTA list cannot be fully funded. The City of Petaluma submitted applications for Street, `S. McDowell Blvd. and Bode a Ave (,Po g (p ) in the amount of $1,668,000. The; scoring committee, comprised of all 10 local cities and counties, scored each application. The scoring was based upon PCI (the pavement condition index), AADT (average daily traffic) and tie- breakers. A list was then generated'for use by the scoring committee. The scoring committee then reviewed the,, applicat based upon equity. The total City of Petaluma percentage of NITS need, based upon applications submitted, was 9':73%x. The final list of qualifying prodectslAs'not been determined at this time (see Exhibit B, memo of May 14, 2004 with funding timetable). 3. ALTERNATIVES: ' a. Authorize the, filin g °.of an, application for federal surface transportation program an d.congestion mitigation and air quality improvement program funding for street rehabilitation on 1) D street, 2) S. McDowell Blvd., and 3) Bodega Ave (partial); committing'the necessary local match for the project; and stating'the assurance of • City of Petaluma .to complete the project. b. Do not authorize (a) above and lose out on STP /CVIAQ funds. 4. FINANCIAL IMPACTS The. City has submitted three street projects in the amount of $1,668,000. By author2ing these resolutions; the City of Petaluma is committing to match the STP /CMAQ funding at a variable 11.47 % ratio of City money to the amount of STP /CMAQ' funding received. The project _scopes will be adjusted to thel amount awarded. 'The streets within Petaluma qualifying as a part of the regional connector system, as per Me"tropolitari Transportation. System (MTS) guidelines, were SbuffiMcDowel!, Bodega,Ave. and,D Street. . The- cumulative construction cost to rehabilitatel'these streets is an estimated $1.3`8 M, with construction slated to begin mid fiscal year '05 =0'6. The comnuttee will meet May 21, to score the streets submitted by each city, after which a list of projects will be assembled., Each city will,lave a chance to make adjustments for equity that the scoring 2commiftee not`have captured. Final coirnnittee recommendations: will be completed "by June 1 MTC twill screen during August,and publichearings will be conducted during the month of 'October.
