DISCUSSION AND' ACTION REGARDING A RESOLUTION REJECTING ALL BIDS FOR THE
PETALUMA WAY-FINDING, SIGN PROJECT, PROJECT NO. C20060
EXECUTIVE SUMMARY
The firm of Pentagram Design was hired and a'signage steering committee was formed with the primary
goal of designing a signage program to direct vehicles to the historic downtown and parking in the
garage. The committee represented diverse interests such as the Chamber of Commerce, the Petaluma
Downtown Association, the Visitor's Bureau, the Arts Council, ZAC Landscape Architects, and City
maintenance staff.
The first step was to identify which destinations would be signed. During this process, the concept of
"districts" evolved, such as the historic downtown, the waterfront =and the theatre district. The next step
was for the routes into the City to be - ientified and sign locations selected, both primary and secondary
signs, to provide a complete way - finding program. that would direct people from the entry points of the
City to the historic downtown and into the parking garages. After the work of programming what the
signs would say and where they: would be located, Pentagram designed the signs themselves,
determining size, color, and materials with. options for review and selection by the committee. After
much interaction between the committee and the designers from,P'entagram, two signage designs were
finding for development.

design on January 8, 2004.
Bids were solicited on May 12, 2004 and only one bid was received, from James Nolan Construction
for $682,1.93. This amount exceeded the budget by?$282, 193. A copy of the bid package is available for
review in the City Clerk's Office. 'Therefore, the purpose of this item is to recommend that the bid be
rej ected.
2. BACKGROUND
Over the past ten years, the City has received complaints from visitors concerning poor directional
signage. Both the Petaluma Downtown Association and the Visitors Bureau have asked that new
signage become a high priority. In FY 2003 -04, the PCDC directed that a signage program be created
and implemented.. After extensive committee and SPARC involvement, the design was finally
accomplished.
In the course of the .design. work, secondary goals were also addressed. The signage program primarily
directs people into the present and future parking garages. Secondarily, a pedestrian signage system was
designed to direct the patron once on, the street. A third aspect was to identify and design signage to
locations center such as the Community Center and the Santa Rosa Junior College.

In summary, the work of the committee was to provide a recommendation for the design of signs that
would be representative of the character of Petaluma, clearly legible, able to be maintained by City
crews and that would direct the visitor to the historic downtown district and garage parking.

3. ALTERNATIVES
A. Reject the Bid : In rejecting the bid, the project can be rebid in the future, thereby staying within the
project budget.
4. FINANCIAL' IMPACTS
The current °project budget has $400,000 budgeted. The bid amount was $6$2,193, or $252,193 over the
budget.
5. CONCLUSION
A way- finding signage program has been developed. and approved by SPARC.• Bids were received and
exceeded the project budget. Staff recommends rejecting the bid.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
A way - finding, sigiiage program is implemented. by January 1', 2005.
7. RECOMMENDAT.ION
It'is recommended that the PCDC adopt the attached resolution rejecting all bids.

A RESOLUTION OF'THE CITY OFTETALUNLA.COMMUNITY DEVELOPMENT COMMISSION
REJECTING ALL BIDS° FOR THE' PETALUMA WAY - FINDING SIGN PROJECT,
PROJECT NO. C200603
WHEREAS, on June 16, 2003, the Petaluma Community Development. Commission ( "PCDC ".) held a public .
hearing and adopted the FY 2003 -04 PCDC Budget for the period from July 1, 2003 to June 30,2004;
WHEREAS, of the .amount appropriated to the 2003 -04 PCDC budget, $400,000 is currently budgeted for the
Petaluma Way-Finding-Sign Project, Project No. C200603 ("Project"),, and
WHEREAS, in accordance with California Public Contract Code Section 20,688.2 and other applicable law,
PCDC staff solicited bids for the Project; and
WHEREAS, one (1) bid wasreceived.arid opened on May12, 2004 in accordance with applicable law; and
IWEREAS, the sole and therefore apparent
:lowest bid for the Project was received from James Nolan
Wnstruction in the arnount of $682,193. ;and
WHEREAS, the bid of James Nolan Construction for the Project is $282,193 over the budget amount allocated
for the project; and
WHEREAS, staff therefore recommends that the PCDC direct staff'to reject all bids received for the Project,
and
WHEREAS rejection of all bids for r the,Troject is not an activity that may cause either a direct physical change
in the environment or a reasonably foreseeable indirect physical change in the environment, is therefore not a
"project" subject to the requirements of the California,Environrnental Quality Act ( "CEQA "); and is therefore
exempt from the requirements of CEQA. and Chapter 3 of Title 14 of the California Code of Regulations
( "CEQA Guidelines);
NOW, THEREFORE, BE IT RESOLVED by the Petaluma. Community Development Commission as
follows:
1. The above recitals are true' and correct and hereby declared to be findings of the Petaluma Community
Development Commission:

for full development. The end result of the committee was to select the desi of a signage way- finding
system, which could then he, .presented to SPARC for approval. SPARC approved the final way- finding
sign design on January 8, 2004.
