C200303. 1. EXECUTIVE SU�MMARY The PCDC received five. (5) bids on May 4, 2004 for `the',Petaluma Railroad Depot Renovation Phase Il, Project No. C200303, ranging from $1,1.11,11:1 to $1,,388,022. BACKGROUND The Petaluma Railroad Depot complex, which consists of three buildings: the Main Depot, Baggage Building, and the Freight Building, were badly deteriorated and renovation was needed to preserve the historic value of the buildings. Discussions to preserve the buildings and use them fore City functions began several years ago. The first step was the securing of a lease of the three buildings from the NW-PRA. A 25 -year lease between the City and NWPRA/SMART became. effective on July 14, 2003, Phase I of construction involved the renovation of the exterior of the buildings. Phase II of construction will involve the renovation of the landscaping f the site and infrastructure improvements. Phase III (future work) involves the renovation of the interior of the buildings. The NWPRA and SMART'have been informed of each step of the historic renovation and appreciate that the PCDC: will continue with the renovations, as required by the lease. Bids were opened on May 4, 2004 for `the Petaluma Rai Depot Renovation Project, Phase IL Project No. C200303. With the rejection of the bids, the project is deferred. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Infrastructure and reduced Landscape / Hardscape Improvements will be deferred. 7. RECOMMENDATION It is. recommended that the PCDC adopt the attached resolution to reject all bids. • Attachment 1 RESOLUTION # 2004= PETALUMA'COMMUNITY :DEVELOPMENT COMMISSION A RESOLUTION OF'THE CITY OF.PETALUMA COMMUNITY DEVELOPMENT COMMISSION REJECTING ALL BIDS FOR THE PETALUMA RAILROAD DEPOT RENOVATION PROJECT, PHASE II PROJECT NO. C200303 WHEREAS, on July 14, 2003, the Petaluma.Comrnunity Development Commission (PCDC) entered into a twenty -five year lease of the Petaluma Depot Buildings with the NWPRA, agreeing to restore the Depot Buildings; and WHEREAS, the Petaluma Community Development Commission (PCDC) awarded the contract for the Petaluma Railroad Depot Renovation, Phase I to Vila Construction Co on July 14, 2003; and WHEREAS, at its meeting of July 14, 2003, the, PCDC directed that engineering design for parking and site improvements be added to the project, so as to occur concurrently with the design of interior improvements; and WHEREAS, at its meeting of february2, 2004, the PCDC accepted completion of Phase I construction; and WHEREAS, at its meeting of March 15, 2004, the PCDC adopted mid-year budget adjustment to the 2003 -04 PCDC Budget and appropriated an additional $685,000 for construction of Phase II of the project; and WHEREAS, in accordance with California Public Contract Code Section 20688.2 and other applicable law, the CDC solicited bids for Phase II of the Petaluma Railroad Depot Renovation Project, ( "Project "); and WHEREAS, five (5) bids were opened on May 4, 2004 in accordance with applicable law; and WHEREAS, the apparent lowest bid for the Project was the bid of Maggiora & Ghilotti in the amount of $1,111,11 l; and WHEREAS, staff has recommended the rejection of all bids; and WHEREAS, the Project;is exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Article 19, Section 15301, of Title 14 of the California Code ofRegulations ( " CEQA Guidelines "), because the project consists of repair; maintenance, and:minor alteration of existing public structures and /or facilities involving negligible or' no expansion of use beyond that existing at the time of the determination of exemption, including, but °not limited to, restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards' of public health and safety; NOW, THEREFORE, BE IT' RESOLVED by the Petaluma Community Development Commission as follows: 1.
