DISCUSSION AND ACTION REGARDING A RESOLUTION REJECTING ALL BIDS FOR THE
PETALUMA SOUTH GATEWAY IMPROVEMENTS PROJECT NO. C200204
1. EXECUTIVE SUMMARY
The PCDC received two (2) bids on May 4, 2004 for the ,South Petaluma Gateway Improvements Project
No. C200204, ranging from $89,350 to $146,300. Copies of the bid packages are available for review in
the City Clerk's Office.
The purpose of this item is. to reject all bids, pending an analysis of future CALTRANS construction
impacts.
2. BACKGROUND
Table 1 summarizes the bids, received for the project. Subsequent to the bid, staff received information
from CALTRANS that indicates the proposed tree planting may be impacted by future CALTRANS
improvements. An analysis of these improvements is prudent before awarding a bid.

and purchase the trees from Sweet Lane Wholesale Nursery for $33,000.
FINANCIAL IMPACTS
Table 2 identifies the approved budget appropriated by the PCDC, for the South Petaluma Gateway
Improvements Project No. C200204. The design contracts for this project were initiated in FY 02/03

with any funds not expended in 02/03 encumbered in the 03/04 FY, providing $260,000 total approved
budget for this project. Table 3 reflects all expenditure commitments to date.

5. CONCLUSION
The design of gateway improvements was completed after extensive negotiation with -the County of
Sonoma and'CALTRANS. Subsequently, the'project was put out to bid and two bids were. received..
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION
Construction of gateway improvements will be deferred indefinitely.
7. REcomMENDATiON
Adopt the resolution rejecting all bids.

PRESENTATION;AND RESOLUTION REJECTING ALL BIDS FOR THE SOUTH PETALUMA
GATEWAY IMPROVEMENTS PROJECT NO. C200204
WHEREAS, on June 16, 2003, the Petaluma .Community Development Commission ( "PCDC ") held a public
hearing and adopted the FY 2003 =04 PCDC Budget for the period from. July 1, 2003 to June 30, 2004; and
WHEREAS, the PCDC has an interest in constructing the South Petaluma Gateway Improvements Project No.
C200204 ( "Project "); and
WHEREAS, the PCDC finds that`the Project is mutually beneficial to the PCD project area; and
WHEREAS, PCDC staff solicited bids for the Project m ,accordance with the California Public Contract Code
Section 20688.2 and other applicable law; and
WHEREAS, the PCDC received two (2) bids for the Project; and
WHEREAS, the bids were opened- on'May 4, 2004, and ranged from $89,350 to $146,300 for the Project base
bid.
O HEREAS, North Bay Landscape Management submitted the apparent low bid for the Project in the amount
of $89,350; and
WHEREAS, it is recommended thatall bids be rejected and that the project be postponed indefinitely; and
WHEREAS, the Project is exempt from the California Environmental Quality Act ( "CEQA ") pursuant to
Section 15304 of Article 19 of Title 1-4 of the California Code of Regulations -( "CEQA Guidelines ") because the
Project consists of minor public . alterations in the condition of land and /or vegetation and does not involve
removal of healthy, mature, scenic trees including, but not limited to, new gardening or landscaping;
NOW, THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission as
follows:
1. The above. recitals are true and correct and hereby declared to - findings of the Petaluma
Community'Development Commission
2. All bids are hereby rejected.
