Summary Statement
Sonoma County recently approved a significant rate increase at their landfill to cover cost of transporting
refuse out of county during heeded, upgrades to the Central Landfill. The increased cost covers out of
county hauling and does not include any additional cost that may be associated with needed repairs or
improvements to the County facility. Those potential additional increases are unknown of this time and
would be passed along to the customers in subsequent action once the County of Sonoma identifies the
costs. Our current waste hauler, Empire Waste Management, has offered to transport and dispose of
Petaluma's waste at the Redwood Landfill., On May 3, 2004, the City Council approved the interim
disposal at Redwood Landfill. In response, Empire Waste Management` has agreed to an across the board
rate reduction of 3.6 %..

1. EXECUTIVE SUMMARY Staff has been meeting with representatives of Empire Waste Management and
Sonoma County regarding the impact of previously proposed and recently adopted increases in tipping
fees at the Central Landfill. In the event the City of Petaluma wished to continue using the Central
Landfill facility and to participate in the Joint Powers Agreement creating the local Waste Management
Agency, the City would need to increase its refuse collection rates approximately 6.6 %.
2. BACKGROUND On May 20,2004, the Sonoma County Board of Supervisors approved a significant rate
increase in tipping fees that will be. effective July 1,2004. Compacted refuse disposal rates will increase
from $54.40 per ton to $70 per. ton. Yard waste will increase $`.l per ton. Empire Waste Management is
willing to continue to withhold a portion of the rate adjustment allowed under the current contract
formula, but would need to pass along a portion of this increased County fee to its customers. They
estimate the needed increase to be 6.6 %.
As an option, Empire Waste_ Management proposed to dispose of our waste at the Redwood Landfill
instead of taking it to Sonoma County Central'Landfill: Doing so will allow the City ratepayers to avoid
the increased Sonoma County disposal fees and will actually reduce our rates by 3.6 %. Attached are
the proposed interim collection rates based on disposal at the, Redwood Landfill. On May 3, 2004, the
Council approved allowing Empire Waste to dispose out of county on an interim basis and directed that
any savings be allocated across the board to all ratepayers.
ALTERNATIVES
None proposed.
4. FINANCIAL IMPACTS
The City will lose a portion of the current franchise fees Collected the ratepayers will experience at
least a temporary rate reduction.
CONCLUSION
Rates should be adjusted downward by 3.6 % across the board.
6. OUTCOMES OR.PERFORMAN,CE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
Empire Waste Managementhas agreed to accrue the savings.from the out of county disposal.
Ratepayers will notice an adjustment to their collection rates retroactive to May 3, 2004.
7. RECOMMENDATION
Approve the rate decrease as proposed.

Those qualifying for the tipping fee. waiver /reduction will have their fees reduced by 70% of existing
rates.
2. The Director of Transportation and Pub_ he Works is designated, to develop, implement, :receive,
review, andapprove, where appropriate, applications from said non -profit corporations, firms, or
agencies for`the- waiver of disposal fees.

RESOLUTION APPROVING RATE DECREASE FOR'
REFUSE COLLECTION
WHEREAS, the City of Petaluma has a franchise agreement with Empire Waste
Management for the collection of refuse within the City of Petaluma; and
WHEREAS, the Sonoma County Board of Supervisors�approved a significant rate
increase in tipping fees, effective July 1, 2004, that will increase costs to Petaluma ratepayers by
approximately 6.6 %; and
WHEREAS, on May 3, 2004, the City Council approved allowing Empire Waste
• Management to dispose out -of- county at the Redwood Landfill on an interim basis to avoid the
increased Sonoma County disposal fees; and,
WHEREAS, by disposing out -of- county, ratepayers will recognize a 3.6% decrease in
rates, to be applied across the board to: all ratepayers.
NOW, THEREFORE, BE' IT RESOLVED that the City Council approves a rate decrease
of 3:6 %0, retroactive to.May3 2004, as refl ected in Exhibit A attached.
