January 14,. January 28 and February. 3 of this year. The Final Subsequent 19 Environmental Impact Report (FSEIR) was presented to the Commission on April 22 at which 20 time the Commission, voted to fee ornmend that the City Council. certify the FS:EIR. This decision 21 was upheld on May 27, 2003. when the Commission voted' against reconsideration of the � recommendation. The Commission considered - project details at the May 27, June 10 and July 23 22, 2003 meetings.- Af them, eeting of July 22, the Planning Commissiori expressed a great deal 24 of frustration regarding the Chelsea Group's lack of response, to 'Commission, and citizen 25 comments "relating to the site plan. The Commission requested that I meet with Chelsea Group 26 representatives to negotiate a project ,that I. could support and- for approval. 27 28 after lengthy negotiations over the `last several weeks, the applicants have modified the project 29 to address concerns expressed. during the public hearings. The revisions I have requested, and to 30 which Chelsea has agreed, are ireflected below and on the attached revised site plan. City Manager, the agreed upon modifications to the Petaluma Village Marketplace; PCD provide; the basis for a positive recommenfdation to the City Council.. Again, the site plan included with this, memo is conceptual: T.he actual development will be based on the Petaluma Village Marketplace. Planned Cominuriity District General Development Plan, which will be modified to be consistent with the points stated above and any further changes that may be, directed by the City Council This process is similar to the Kohl's project, also based on a conceptual plan, which, was forwarded to the City Council `by the Planning Commission in September with a recommendation for approval. Recommended conditions of approval for the' Petaluma Village Marketplace PCD modification are included as Attachment A. The Petaluma Village Marketplace PCD Modification has been tentatively scheduled. for City Council public : hearing on December 1; therefore, I encourage the Planning Commission to vote on the proposal as recommended at the October 28 meeting, where I will be present to answer any questions you may "have.
